Objectives

The primary objective of this tender is to appoint service provider(s) for the cleaning of the storm water network throughout Mogale City. The work involves using specialized equipment on an as-and-when-required basis for a period of thirty-six (36) months, ensuring the maintenance and proper functioning of stormwater infrastructure to prevent blockages and related issues.

Scope

The scope of work includes:

• Cleaning blocked storm water pipes ranging from 450mm to 1200mm in diameter.
• Cleaning of manholes, kerb inlets, and storm water outlets within municipal road reserves and other jurisdictional areas.
• Disposal of waste material at designated dumping sites.
• Work to be performed on an as-and-when-required basis over a 36-month period.

Technical Requirements

The technical specifications for the work are as follows:

• Use of a high-pressure water jetting and vacuum combination cleaning unit capable of removing debris such as bricks, sand, tree roots, and other foreign materials.
• Combination Unit:
  • Self-propelled jetting and suction unit.
  • Minimum 5,000-litre water reservoir.
  • Minimum 10m³ debris tank.
• Vacuum Tank:
  • Designed for 4 bar pressure, tested to 1.4 bar.
  • Minimum capacity of 9,000 litres.
  • Rear door fully opening with heavy-duty EPDM rubber seal.
• Hydraulic System:
  • Hydraulic tank with minimum 70-litre capacity.
  • Low volume 30 litres per minute system.
  • Water tank with minimum 5,000 litres capacity, fitted with 50mm camlock or hydrant fitting.
• Jetting and Suction Operations:
  • Hydraulically operated hose reel with a 100m hose and appropriate nozzles.
  • Operated suction boom.
  • Drive system with a minimum 120 kW drive, 1080 Nm torque, and 25kN drive through torque.
  • Liquid ring type vacuum pump with 1200 litres per minute capacity and up to 70kPa continuous pressure.
  • High-pressure pump with capacity of at least 325 litres per minute at 200 bar, fully regulatable.
• Remote control of operations including jetting, vacuum, hose reel, and boom movements.
• Provision for monitoring site time, downtime, and blockage removal percentage.
• Compliance with safety, environmental, and operational standards.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Availability of high-pressure water jetting and vacuum combination units, either owned or hired, with appropriate documentation (e.g., registration, intent letter).
• Relevant experience with at least two (2) contactable references for similar projects completed within the last ten (10) years.
• Provision of a qualified and experienced team capable of operating sophisticated jetting and vacuum equipment.
• Availability of necessary plant, equipment, and resources, including physical facilities, plant, and machinery, with supporting documentation.
• Ability to perform work efficiently while minimizing damage to surrounding vegetation and infrastructure, and adhering to safety protocols.
• Registration with relevant authorities, including registration as a waste transporter with Mogale City Department of Integrated Environmental Management (DIEM), if applicable.
• Compliance with health, safety, and environmental standards, including insurance coverage for plant and personnel.
• Capacity to respond promptly to service requests and manage work schedules effectively across multiple sites within a 35 km radius of Krugersdorp CBD.
