Objectives

The primary objective of this tender is to appoint service provider(s) responsible for the supply, delivery, and off-loading of tools required by Mogale City Local Municipality (MCLM) over a period of three (3) years. The aim is to ensure the municipality has access to quality tools in good condition, delivered on an as-needed basis, to support various operational needs.

Scope

The scope of work includes:

• Supply, delivery, and off-loading of tools in accordance with specified standards (SANS, ISO, SABS or equivalent).
• Provision of tools on an "as and when required" basis, with no guaranteed minimum quantities.
• Delivery at the designated municipal stores within the specified timeframe after receipt of official purchase orders.
• Ensuring all tools are brand new, unused, and compliant with relevant standards.
• Replenishing expired or used items in emergency and first aid kits over the contract period.
• Adherence to warranty, quality, safety, and legal standards, including submission of valid certificates.

Technical Requirements

The technical requirements for the tools and services include:

• Tools must meet applicable standards such as SANS, ISO, or SABS, or equivalent.
• Tools must be suitable for industrial and/or professional use, brand new, and from reputable manufacturers.
• Minimum warranty period of 12 months from delivery, with repair or replacement turnaround not exceeding 7 working days.
• All tools and kits must be properly labeled, packaged, and delivered with a comprehensive checklist.
• Emergency and first aid kits must comply with SANS 1317, be clearly labeled, and include valid certificates of conformity.
• Service providers must produce valid certificates for standard specifications upon delivery.
• Tools must be supplied with relevant documentation, including certificates for quality and standards compliance.

Skills and Evaluation Criteria

The evaluation of bidders will be based on:

1. Functionality (30 points): Bidders must demonstrate their capacity through previous experience, including at least three (3) contactable reference letters confirming successful supply and delivery of similar tools or equipment. Additional points are awarded for proof of delivery vehicles (e.g., valid eNatis documents or signed Letter of Intent) and supply arrangements with manufacturers or authorized distributors.
2. Technical capability: Bidders must submit evidence of compliance with applicable standards (e.g., ISO, SANS, SABS certificates), and demonstrate ability to supply quality tools as per specifications.
3. Price: Bidders will be scored on a maximum of 80 points based on the total bid price, with the lowest acceptable bid receiving the highest score.
4. Specific Goals (20 points): Preference points are allocated for meeting specific goals such as being a youth enterprise, woman-owned enterprise, or operating within the municipality’s jurisdiction, verified through municipal accounts, lease agreements, or Central Supplier Database.

Minimum functionality score of 25 out of 30 is required to proceed to price evaluation. Bidders must provide complete documentation and meet all technical and administrative requirements to qualify.
