Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver professional deep cleaning services to all buildings occupied by the Department of Public Works and Infrastructure officials in the Joe Gqabi District. The contract duration is twenty-four (24) months, with services to be performed on an "as and when required" basis to ensure cleanliness, hygiene, and maintenance of departmental facilities.

Scope

The scope encompasses comprehensive deep cleaning services across specified departmental buildings, including:

• Cleaning of floors (porcelain tiles, slate, grano, epoxy, linoleum sheets) with tasks such as sweeping, damp mopping, buffing, and stripping.
• Carpet cleaning, including vacuuming, washing, and shampooing.
• Dusting of all surfaces, desks, high ledges, walls, window ledges, and fixtures.
• Waste disposal, including emptying bins, disinfecting, and stain removal.
• Cleaning and maintenance of walls, partitions, glass panels, doors, and metal fittings.
• Cleaning of ablution facilities (bathrooms), including sanitary fixtures and related surfaces.
• Specific cleaning of designated office spaces in various buildings with specified sizes.

The services are to be performed during weekends (Friday evenings, Saturday, and Sunday) to avoid disruption, with standards adhering to environmental and safety norms.

Technical Requirements

• Provision of all cleaning materials, equipment, and consumables, except for toilet paper supplied by the department.
• Use of environmentally friendly cleaning detergents and disinfectants compliant with relevant SANS standards.
• Adherence to specified cleaning frequencies and standards, including scrubbing, stripping, polishing, vacuuming, and stain removal.
• Staff must be dressed in uniforms bearing the company name and logo, and be supervised at all times.
• Staff must display photo ID cards with company details for security purposes.
• Work to be carried out during specified hours (Friday 16:00-19:00, Saturday and Sunday 8:00-20:00).
• All equipment must meet safety and quality standards, with proper storage and maintenance.
• Compliance with health, safety, and environmental regulations, including safe handling of chemicals and use of signage for wet floors.
• Provision of monthly environmental performance reports, including chemical usage.

Skills Requirements

• Experience: A minimum of three (3) years in providing deep cleaning services within the last five (5) years, supported by testimonials.
• Membership: Valid membership with recognized cleaning associations such as NCCA, CASA, or BEECA, demonstrating adherence to professional standards.
• Staff Competency: Personnel must be trained in safe cleaning practices, chemical handling, and equipment operation.
• Supervision: Teams must be supervised at all times to ensure quality and compliance with specifications.
• Security: Staff must be able to produce valid ID cards and comply with security protocols.
• Environmental and Safety Awareness: Staff should be knowledgeable about environmentally friendly cleaning practices and safety procedures.
