Objectives

The primary objective of this tender is to maintain the City of Cape Town’s stormwater systems and associated infrastructure using labour-intensive methods. The aim is to ensure the systems, which include rivers, streams, canals, dams, inlet and outlet structures, wetlands, ponds, litter traps, silt traps, weirs, berms, embankments, gabion and reno-mattress structures, are kept in optimal condition in a sustainable, cost-effective, efficient, and integrated manner within the municipal boundaries.

Scope

The scope encompasses routine, periodic, and emergency maintenance of stormwater infrastructure across various catchments and areas within Cape Town. Maintenance activities include vegetation clearing, debris removal, removal of floating aquatic vegetation, disposal of polluted water/material, and emergency interventions. The work is to be carried out as per the Maintenance Management Plans (MMPs) and Environmental Management Programme Report (EMPr), ensuring compliance with legislation, safety, and environmental standards. The contract involves work in multiple designated areas, with specific site boundaries to be defined per project, and includes the provision of labour, vehicles, equipment, materials, and disposal services.

Technical Requirements

• Use labour-intensive methods for maintenance activities.
• Adhere to environmental, health, and safety legislation, including the Occupational Health and Safety Act.
• Provide detailed method statements, maintenance management plans, and environmental management plans.
• Ensure high standards of workmanship, with photographic evidence before and after work.
• Implement safety measures, including PPE, signage, traffic management, and site security.
• Coordinate with local authorities regarding underground services and traffic accommodation.
• Manage waste disposal at approved facilities, with rates inclusive of all costs.
• Participate in emergency response within 4 hours of callout, with work paid at schedule rates.
• Maintain vehicles, equipment, and machinery in good condition, with proper documentation and logs.
• Ensure the employment of qualified personnel, including Contracts Manager, Site Foreman, and Health & Safety Officers.

Skills and Experience Requirements

• Proven experience in vegetation management, river and stormwater system cleaning, and infrastructure maintenance.
• Certificates of completion and references for at least four (4) similar projects, with detailed descriptions.
• Experience of key staff including Contracts Manager, Site Foreman, and Project/Contract Administrator, with CVs and relevant project experience.
• Ownership or access to suitable vehicles, equipment, and machinery, with proof of registration and insurance.
• Demonstrated capacity to service multiple areas, with evidence of additional resources if applicable.
• Compliance with minimum wages, safety standards, and environmental regulations.
• Registered with relevant authorities such as SARS, PSiRA, and the City of Cape Town supplier database.
• Ability to provide detailed work plans, method statements, and environmental management plans.
• Capability to respond to emergency calls within 4 hours and undertake out-of-hours work with prior approval.
