Objectives

The primary objective of this tender is to establish a panel of qualified service providers to handle recruitment advertising and response management for the Department of Human Settlements over a period of 24 months. The aim is to improve the efficiency, transparency, and compliance of the department’s recruitment processes by outsourcing advertising and response-handling functions, thereby reducing delays and administrative burdens.

Scope

The scope of work includes:

• Advertising: Creating and scripting advertisements, submitting drafts for approval, placing adverts in relevant platforms to reach targeted audiences.
• Response Handling: Receiving, capturing, acknowledging, and forwarding applications, compiling application schedules, and categorizing applications into qualifying, non-qualifying, and internal lists.
• Support Services: Providing technical support to candidates during office hours and conducting quality assurance meetings.
• Deliverables: Placement of advertisements, submission of application schedules, and electronic and hard copy applications within specified timeframes.

Technical Requirements

The service providers must demonstrate:

• Proven experience in recruitment, advertising, and response management, especially within the public sector.
• Effective data management systems and capacity to handle high-volume recruitment projects.
• Ability to script and design advertisements aligned with departmental standards.
• Methodology for response handling, including application sorting, categorization, and quality control.
• Compliance with POPIA and data protection regulations.
• Provision of samples of previous work, including advertisements and application handling samples.
