Objectives

The primary objective is to deliver comprehensive training that equips participants with the competencies required to operate as certified firearm instructors. This includes developing the ability to design and conduct training programmes for indoor and outdoor ranges, implement strict safety protocols, evaluate shooting performance, apply corrective feedback, and demonstrate practical shooting proficiency.

Scope of Work

The service provider will supply end-to-end training services for twenty-one (21) candidates. The scope encompasses:

• Delivery of theoretical and practical instruction across handgun, shotgun, and rifle disciplines.
• Execution of training, assessment, moderation, and certification processes.
• Provision of all necessary firearms (pistols, revolvers, double-barrel and pump-action shotguns, bolt-action and self-loading rifles) and ammunition types (solids, expanding, fragmenting, birdshot, and buckshot).
• Alignment with both basic and business-purpose firearm training standards.

Technical Requirements

Bidders must demonstrate the following technical capabilities and compliance measures:

• Valid accreditation from a recognised regulatory body (e.g., SAPS, QCTO, SASSETA, or equivalent).
• Registration as a firearm instructor and assessor for the training centre.
• Implementation of a documented Firearm Quality Management System.
• Submission of fully completed standard bidding documents (SBD 4 and SBD 6.1) with zero deviation from the technical specification.
• Firm pricing valid for ninety days, inclusive of VAT where applicable, alongside a clear training delivery period.
• Strict administrative compliance, including original bid documents, accurate calculations, and mandatory declarations regarding company structure and conflict of interest.

Skills Requirements

The appointed provider must deploy personnel with proven expertise and formal qualifications:

• Lead trainers must hold recognised credentials such as Professional Range Officer, Professional Firearms Instructor, or Professional Tactical Firearms Instructor.
• Any foreign qualifications must be formally verified and evaluated by the South African Qualifications Authority (SAQA).
• Providers must submit reference letters evidencing prior experience in similar firearm training engagements.
• Personnel must possess advanced practical shooting skills and the pedagogical capacity to conduct training, assessment, moderation, and certification effectively.

Notes on Unusual or Complicated Terms

• 80/20 Preference Point System: A South African public procurement scoring model where 80 points are allocated based on price competitiveness and 20 points for socio-economic transformation goals (e.g., ownership by black people, women, youth, persons with disabilities, military veterans, SMME status, and geographic location within Limpopo or rural areas).
• SBD 4 & SBD 6.1: Mandatory South African government bidding forms. SBD 4 requires bidders to disclose conflicts of interest, state employment relationships, and anti-collusion commitments. SBD 6.1 is used to claim preference points for designated socio-economic goals.
• SAQA Evaluation: The official process by which the South African Qualifications Authority assesses foreign academic and vocational credentials to determine their equivalence to South African National Qualifications Framework (NQF) levels.
• QCTO / SASSETA / SAPS Accreditation: Regulatory frameworks governing occupational training standards, sector-specific education and training, and policing/firearms compliance in South Africa. Accreditation ensures the training meets nationally recognised competency benchmarks.
