Objectives

The primary objective of this tender is to procure an integrated Library Management System (LMS) for the National Library of South Africa that supports the management, discovery, retrieval, and analysis of diverse collections, including digital and electronic resources. The system aims to enhance access, interoperability, security, and user experience across multiple platforms and locations, ensuring efficient management over a five-year period.

Scope

The scope encompasses the development, implementation, and support of a comprehensive LMS capable of handling large volumes of bibliographic records, user data, transactions, and digital resources. It includes:

• Integration with existing organizational systems and third-party platforms via well-documented APIs.
• Support for remote and on-site access for a geographically dispersed user base.
• Features such as discovery, retrieval, analytics, cataloguing, serials and collections management, and resource sharing (e.g., OCLC ILL compatibility).
• Automation of workflows, notifications, and end-to-end request processing.
• Support for multilingual interfaces, accessibility standards, and customization.
• Ongoing support, maintenance, and staff training over the contract duration.

Technical Requirements

The technical specifications include:

• Robust database support (e.g., MySQL, PostgreSQL, NoSQL) capable of handling large data volumes and scalable growth.
• API support using RESTful or equivalent standards for seamless data exchange, automation, and system interoperability, with security features like authentication, encryption, and audit logging.
• User interface compatibility across browsers and mobile platforms, adhering to web accessibility standards.
• Security measures including data encryption, multi-factor authentication, and access controls for different user roles (Administrators, Librarians, General Users, Public).
• Support for metadata standards such as MARC21, RDA, Dublin Core, BIBFRAME, and linked data technologies.
• Features for discovery, faceted navigation, filtering, spellcheck, and relevance ranking.
• Integration capabilities with external systems like institutional repositories, digitization tools, and resource management platforms.
• Analytics and reporting functionalities with customizable reports and visualizations.
• Disaster recovery, system monitoring, and security patch management.

Skills Requirements

The bidder must demonstrate:

• Experience in implementing large-scale integrated Library Management Systems within academic or national library settings over the past five years.
• Provision of CVs for project team leaders highlighting relevant experience, including roles in similar projects and years of expertise.
• Capability to develop and execute detailed project plans, including risk management and migration strategies, starting from June 2026.
• Proficiency in system configuration, customization, and integration with third-party APIs and platforms.
• Expertise in metadata management, cataloguing standards, and digital resource linking.
• Ability to provide ongoing support, training, and documentation for staff and technical personnel.
• Knowledge of security protocols, compliance standards, and system maintenance best practices.
