Objectives

The primary objective of this tender is to engage a qualified and experienced civil and structural engineering company to conduct design assessments, upgrades, and repairs for the Afrikaanse Taalmuseum en Monument (ATM) in Paarl. The goal is to ensure the structural integrity and preservation of the museum and monument through capital upgrades and repairs over a three-year period.

Scope

The scope of work includes:

• Assessment of identified projects at two sites: the Afrikaanse Taalmonument with amphitheatre and bistro, and the Afrikaanse Taalmuseum.
• Preparation of work plans outlining all levels of support for the projects, subject to approval by the ATM CEO.
• Provision of civil and structural engineering services on an ad hoc basis over three years, including:
• Briefings on potential projects by ATM or their representatives.
• Participation in project teams as professional engineers throughout the project lifecycle.
• Evaluation and assessment of project requirements, preparation of documentation for procurement, tender evaluation, and adjudication.

The projects will involve upgrades and repairs at two specific sites:

1. Gabbema Doordrift Street, Paarl (Taalmonument, amphitheatre, bistro)
2. 11 Pastorie Avenue, Paarl (Taalmuseum)

Technical Requirements

The technical requirements for the tender include:

• Registration on the Central Supplier Database (CSD).
• Minimum recent project experience (not older than 2018) in civil and structural engineering, compliant with project specifications.
• Provision of qualified civil and structural engineers with relevant qualifications and CVs.
• Allocation of approximately 400 hours over three years for civil and structural engineering services, with flexibility for increase through negotiations.
• Preparation of work plans, project assessments, procurement documentation, and support during project execution.
• Adherence to project timelines, with specific durations to be discussed and agreed upon upon appointment.
• Submission of detailed formal quotations, project execution plans, and proof of compliance with tax, B-BBEE, and registration requirements.
• Provision of documentation such as company registration, B-BBEE certificates, testimonials, and proof of tax compliance.
• Adherence to procurement and contractual procedures, including signing of formal contracts and compliance with relevant legislation.

Only service providers registered on the Central Supplier Database and meeting all minimum requirements will be considered for appointment.
