Objectives

The primary objective of this tender is to appoint a civil maintenance contractor responsible for the maintenance and repair of civil infrastructure at King Phalo Airport. The contractor will ensure the effective maintenance, safety, reliability, and operational readiness of airport civil assets, including runways, taxiways, aprons, roads, stormwater, water supply, fencing, sewer infrastructure, and other civil works, in compliance with relevant standards and regulations.

Scope

The scope encompasses comprehensive civil infrastructure maintenance activities across various airport assets, including:

• Runways, taxiways, aprons, and associated markings
• Roads, parking areas, and stormwater systems
• Water supply infrastructure, sewer systems, fencing, and perimeter security
• Earthworks, stormwater and sewer infrastructure, fencing, and civil structures
• Maintenance of civil assets such as stormwater pipes, catch pits, water valves, fencing, gates, and other civil assets
• Unscheduled repairs, concrete and asphalt repairs, and general civil maintenance as required

The contractor shall perform preventative, corrective, and emergency maintenance, ensuring standards compliance, safety, and minimal disruption to airport operations.

Technical Requirements

The technical requirements include:

• Adherence to all relevant aviation, safety, environmental, and civil standards (ICAO, OHSACT, SANS, IEC, BS, ANSI, etc.)
• Implementation of scheduled maintenance activities as per Annex B and OEM recommendations
• Use of approved, calibrated tools and equipment, with proper inspection and safety standards
• Provision of qualified personnel with appropriate experience, qualifications, and certifications (e.g., airside safety, equipment operation)
• Compliance with airport security, access control, and permit requirements for personnel and vehicles
• Proper handling, storage, and disposal of hazardous materials and waste in accordance with environmental policies
• Regular inspections, testing, and documentation of maintenance activities, including work orders and reports
• Provision of a detailed Contractor’s Plan for scheduled activities, equipment list, and resource deployment
• Coordination with airport authorities for operational considerations and emergency procedures

Skills and Competency Requirements

The tenderer must demonstrate:

• Proven experience in civil infrastructure maintenance at airports or similar large-scale facilities
• CIDB contractor grading of 4CE or higher
• Qualified personnel including supervisors, engineers, and skilled workers with relevant certifications (e.g., ECSA registration, safety training)
• Capability to carry out specialized tasks such as asphalt and concrete repairs, fencing, stormwater management, and water infrastructure maintenance
• Knowledge of airport safety and security protocols, including airside operations and permit systems
• Ability to develop and implement maintenance plans, schedules, and quality assurance procedures
• Competence in environmental management, waste handling, and pollution control
• Effective communication, reporting, and documentation skills for progress reports, incident reports, and compliance records
• Capacity to respond promptly to maintenance emergencies and breakdowns within specified response times
