Objectives

The primary objective of this project is to construct and refurbish facilities at the Makholokeng FPSU, including the extension of an existing guard house, construction of a new guard house, installation of two 150-tonne silos, installation of a new secondary entrance gate, refurbishment of the weighbridge control room, and extension of internal gravel roads. Additionally, the project aims to create job opportunities for the local community of Makholokeng by employing Labour Intensive Construction methods, thereby addressing high unemployment levels.

Scope

The scope of work encompasses the following main activities:

• Extending the existing guardhouse for 360-degree security view
• Construction of a new guardhouse
• Installation of two 150-tonne silos
• Installation of a new second entrance gate
• Refurbishment of the weighbridge control room
• Extension of internal gravel roads

The works shall be executed in accordance with the drawings, project specifications, Bills of Quantities, and the JBCC Principal Building Agreement, ensuring compliance with all relevant standards and regulations.

Technical Requirements

• Adherence to the JBCC Principal Building Agreement (Edition 6.2, May 2018) and relevant standards such as SANS 1200 series.
• Design and construction of facilities including structural, civil, electrical, and mechanical works as specified.
• Implementation of Labour Intensive Construction methods to promote local employment.
• Provision of all materials, tools, plant, and equipment necessary for the completion of the works.
• Coordination with existing services and infrastructure, including connection to existing utilities and services.
• Preparation and submission of detailed construction programmes, health and safety plans, and environmental management plans.
• Compliance with occupational health and safety regulations, including the appointment of a safety officer and preparation of safety documentation.
• Environmental protection measures, including flora and fauna conservation, fire prevention, and pollution control.
• Quality control through inspections, testing, and adherence to specifications.

Skills Requirements

• Registration with the Construction Industry Development Board (CIDB) in a contractor grading of 4 GB or higher.
• Proven experience in similar construction projects, particularly in building, civil, and infrastructure works.
• Qualified management and supervisory personnel, including a Site Agent with NQF Level 6 qualification and a Foreman with relevant experience.
• Competent health and safety personnel, including a dedicated safety officer with appropriate qualifications.
• Ability to implement Labour Intensive Construction techniques and manage local employment targets.
• Capability to prepare and manage construction programmes, environmental and safety plans, and quality assurance documentation.
• Effective communication and coordination skills to liaise with stakeholders, including local communities and authorities.
