Objectives

The project aims to upgrade the existing open stormwater channels to an underground piped system in Pine Valley, Witzenberg Municipality, ensuring improved stormwater management, environmental protection, and infrastructure resilience. The work emphasizes the use of labour-intensive methods where possible, environmental sustainability, and compliance with relevant standards and legislation.

Scope

The scope includes:

• Excavation for stormwater infrastructure, including trenches and pipe crossings.
• Construction of stormwater manholes, headwalls, intake structures, and culverts.
• Installation of various diameters of stormwater pipes, including headwalls and connections.
• Reinstatement of disturbed surfaces, including roads, pavements, and landscaping.
• Protection and relocation of existing services and infrastructure.
• Provision of temporary works, traffic management, and site establishment.
• Environmental management, including erosion control, waste management, and protection of sensitive areas.
• Implementation of health and safety measures and management systems.

Technical Requirements

The technical requirements encompass:

• Adherence to applicable SANS 1200 standards and specifications for earthworks, pipes, concrete, and stormwater drainage.
• Use of approved materials, including specified pipe types, bedding, and backfill materials.
• Design and construction of structures such as manholes, headwalls, and culverts in accordance with detailed drawings and standards.
• Implementation of environmental controls, including sedimentation, erosion prevention, and pollution mitigation.
• Groundwater management through dewatering and sump systems, considering seasonal fluctuations.
• Proper handling, storage, and disposal of hazardous materials and waste.
• Protection of existing services and infrastructure, with procedures for locating, exposing, and repairing damaged services.
• Provision of temporary works, traffic control, and site facilities compliant with safety standards.

Skills and Skills Requirements

The tender specifies the following skills and competencies:

• Registration and certification of key personnel, including Contract Manager, Construction Manager/Site Agent, Safety Officer, and Supervisors, with proof of experience in civil engineering, stormwater, and sewer projects.
• Experience in civil engineering construction, particularly with stormwater and sewer pipelines, with a minimum of 3-5 relevant completed projects of R3 million or more in the last 10 years.
• Competence in health and safety management, including risk assessment, safety planning, and compliance with the Occupational Health and Safety Act and Construction Regulations.
• Ability to prepare and implement environmental management plans, including erosion control, waste management, and pollution mitigation.
• Skills in project planning, programming, and coordination, including the use of construction management software and reporting systems.
• Technical proficiency in the design, installation, and testing of stormwater infrastructure, including pipe laying, bedding, and structural concrete.
• Capacity to manage subcontractors, suppliers, and community liaison, ensuring compliance with labour and B-BBEE requirements.
• Experience in site supervision, quality control, and adherence to safety standards, with proven track record in similar projects.
