Objectives

The primary objective of this tender is to appoint a panel of qualified contractors to provide servicing and repair of lifts and escalators at various PRASA stations and associated properties within the KwaZulu-Natal (KZN) region. The aim is to ensure the functionality, safety, and reliability of lifts and escalators over a period of 36 months, addressing current maintenance backlogs and improving accessibility for all commuters, especially the disabled and elderly.

Scope

The scope encompasses:

• Servicing and repairing lifts and escalators at multiple PRASA stations and properties on an "as and when required" basis.
• Maintenance activities include routine inspections, preventive maintenance, repairs, and emergency call-outs.
• Adherence to relevant standards such as SANS 1543, SANS 1545, and regulations under the Occupational Health and Safety Act.
• Provision of professional technical staff, including Lift Technicians, Lift Mechanics, and Assistants, with specified minimum qualifications.
• Maintenance of detailed records, wiring diagrams, and safety documentation.
• Ensuring minimal downtime, with specified response times for emergencies and breakdowns.
• Participation in safety procedures, fault reporting, and communication protocols.

Technical Requirements

The technical requirements include:

• Compliance with South African National Standards (SANS) 1543 for escalators and SANS 1545 for lifts.
• Qualified personnel with relevant certifications and experience, including N4/N5 in Mechanical/Electrical for Lift Technicians and Trade Test for Lift Mechanics.
• Provision of comprehensive maintenance, including cleaning, lubrication, adjustment, and replacement of worn parts.
• Response times: within 1 hour for passenger entrapments and lift out-of-service calls; maximum downtime of 4 hours per unit per month.
• Regular inspections, safety checks, and emergency generator tests.
• Maintenance of wiring diagrams, site records, and communication logs.
• Insurance coverage including public liability of at least R1,000,000.
• Adherence to health and safety regulations and proper documentation.

Skills Requirements

The tender specifies the following skills and qualifications:

• Lift Technician: N4/N5 qualification in Mechanical/Electrical, with relevant experience.
• Lift Mechanic: Trade Test certification, minimum 3 years post-qualification experience, and proof of relevant work experience.
• Technical Assistant: Minimum NQF Level 2 qualification in Electrical or Mechanical fields, with supporting proof.
• Ability to perform routine maintenance, emergency repairs, fault diagnosis, and safety inspections.
• Competence in reading wiring diagrams, maintaining detailed records, and following safety procedures.
• Effective communication skills for reporting, fault logging, and coordination with PRASA staff.
