Objectives

The primary objective of this tender is to appoint a panel of qualified Occupational Health, Safety, and Environment (HSE) consultants to provide comprehensive health and safety services to the National Energy Regulator of South Africa (NERSA) over a period of three (3) years. The aim is to enhance workplace safety, promote a culture of health and safety, and ensure compliance with relevant legislation such as the Occupational Health and Safety Act, 1993 (Act No. 85 of 1993) and SHERQ management best practices.

Scope

The scope involves establishing a panel of HSE consultants to assist NERSA with:

• OHS training, including awareness campaigns and education on relevant legislation
• Advisory services on compliance and safety programs
• Conducting audits and compliance assessments
• Occupational health services, including medical and travel health services
• Promoting health and safety initiatives within the organization

Once the panel is established, NERSA will invite quotations from panel members for specific requirements, with awards based on price, preference, capacity, and past performance. The services are not guaranteed, and no work order is automatically awarded; each engagement is call-off based.

Technical Requirements

Bid submissions must demonstrate:

• Minimum of five (5) relevant references for similar work in the past five years, including contact details
• Proposed team members with minimum three (3) years’ experience in occupational health, safety, and environment, with valid HWSETA accreditation
• Qualifications and experience in areas such as OHS training, audits, compliance, occupational health, and travel medicine
• Capability to deliver services including training, audits, health services, and safety programs
• A comprehensive technical proposal detailing methodology, management approach, and SLA management
• Supporting documentation such as company registration, B-BBEE certificates, and professional memberships

Evaluation of technical proposals will consider experience, methodology, team qualifications, and references. Bidders must score at least 60 out of 100 points on functionality to proceed to the price and preference evaluation.

Skills Requirements

• Professional registration with recognized bodies relevant to occupational health and safety
• Minimum three (3) years’ experience in occupational health, safety, and environment management
• Proven track record in delivering similar services in both public and private sectors
• Capability to develop and implement health and safety programs, audits, and compliance assessments
• Strong project management and communication skills
• Ability to provide training, advisory, and health services effectively
• Knowledge of relevant legislation and best practices in SHERQ management
