The primary objective of this tender is to appoint a panel of qualified Occupational Health, Safety, and Environment (HSE) consultants to provide comprehensive health and safety services to the National Energy Regulator of South Africa (NERSA) over a period of three (3) years. The aim is to enhance workplace safety, promote a culture of health and safety, and ensure compliance with relevant legislation such as the Occupational Health and Safety Act, 1993 (Act No. 85 of 1993) and SHERQ management best practices.
The scope involves establishing a panel of HSE consultants to assist NERSA with:
Once the panel is established, NERSA will invite quotations from panel members for specific requirements, with awards based on price, preference, capacity, and past performance. The services are not guaranteed, and no work order is automatically awarded; each engagement is call-off based.
Bid submissions must demonstrate:
Evaluation of technical proposals will consider experience, methodology, team qualifications, and references. Bidders must score at least 60 out of 100 points on functionality to proceed to the price and preference evaluation.
