Objectives

The primary objective of this tender is to appoint a panel of Part 141 approved SACAA Cadet Pilot Aviation Training Organisations (ATOs) to provide pilot training services to SACAA cadets who have been awarded bursaries. The appointment is for a period of three (3) years, aiming to ensure the availability of qualified pilot training providers capable of delivering comprehensive training, including accommodation and facilities, to support SACAA’s mandate of promoting aviation safety and development.

Scope

The scope of the project encompasses:

• Provision of pilot training services for SACAA cadets, including all phases of training based on approved programmes and quotations.
• Training of cadets to obtain Private Pilot Licences (PPL) and Commercial Pilot Licences (CPL).
• Provision of accommodation for cadets or partnership arrangements for suitable accommodation.
• Provision of training facilities, aircraft (minimum of five IFR-equipped aircraft, including one with Electronic Flight Instrument System), and qualified instructors.
• Conducting assessments, site inspections, and compliance with SACAA standards throughout the contract period.

Technical Requirements

The technical requirements for bidders include:

• Valid Part 141 approved training organisation certification from SACAA.
• Operational specifications (Opspec) issued by SACAA.
• Provision of experienced instructors with flight instructor ratings, minimum 500 hours instruction, and logs demonstrating qualifications.
• Aircraft with valid certificates of airworthiness and release to service, including IFR capability and electronic systems.
• Provision of a Flight Simulation Device (FSTD) suitable for training programs.
• Evidence of existing resources, including aircraft, facilities, and instructor experience.
• Compliance with all safety, security, and accommodation standards specified in the tender documentation.

Skills Requirements

Bidder skills and experience must include:

• Demonstrated experience in delivering pilot training, with a track record of student graduation and licensure timelines.
• Proven track record of achieving at least 70% pass rate for students licenced within 36 months for PPL and CPL.
• Qualified flight instructors with at least 500 hours of instruction and multi-engine endorsement, with logs to verify experience.
• Experience in managing training facilities, aircraft maintenance, and student accommodation.
• Ability to meet SACAA’s safety, security, and operational standards.
