Objectives

The primary objective of this tender is to appoint a panel of qualified service providers to deliver comprehensive car rental and related services to Armscor over a period of five (5) years. The aim is to ensure reliable, efficient, and cost-effective vehicle hire solutions that meet Armscor’s operational needs, including vehicle provision, management, and reporting, with a focus on local content, BBBEE compliance, and security requirements.

Scope

The scope encompasses:

• Provision of car rental services including domestic, regional, cross-border, and rural rentals.
• Supply of various vehicle categories (luxury, intermediate, economy, automatic, manual, etc.) tailored to different official levels and needs.
• Management of reservations, bookings, and vehicle allocations via integrated online systems.
• Emergency services, replacement vehicles, tollgate eTags, and monthly reporting on vehicle usage and costs.
• Inclusion of local production, content, and BBBEE compliance in service delivery.
• Provision of dedicated account management and reporting support.
• Adherence to security, import, export, and intellectual property requirements.

Technical Requirements

The technical specifications include:

• Online booking system compatible with Travelport for real-time reservations.
• Presence at designated airports and locations across South Africa and neighboring regions.
• Availability of a range of vehicle categories aligned with official designations and terrains.
• Provision of tollgate eTags and cross-border rental capabilities.
• Insurance coverage for all vehicles and proof thereof prior to contract commencement.
• Compliance with security, import/export permits, and intellectual property regulations.
• Implementation of a no-turn-down policy and rate structures reflecting inclusive and insurance options.
• Reporting on vehicle transactions, cost savings, traffic fines, incidents, and other operational metrics.

Skills Requirements

The successful bidders must demonstrate:

• At least 5 years of experience in car hire and rental services, supported by valid client references.
• Capability to integrate and operate an online booking system compatible with Travelport.
• Presence at multiple strategic locations and airports within South Africa and neighboring regions.
• Knowledge of and compliance with BBBEE, local content, and industrial participation policies.
• Understanding of security protocols, import/export regulations, and intellectual property management.
• Ability to provide dedicated account management, detailed reporting, and customer support.
• Proficiency in managing vehicle insurance, toll systems, cross-border rentals, and emergency services.
