Objectives

The primary objective of this tender is to establish a panel of qualified service providers to carry out maintenance and repair work for Free State Development Corporation (FDC) properties over a period of three (3) years. The appointed providers will address general maintenance and emergency requests efficiently to ensure high standards of property upkeep, exceeding investor expectations.

Scope

The scope includes:

• Provision of maintenance and repair services for FDC’s industrial, commercial, and residential properties across various districts including Mangaung, Thabo Mofutsanyana, and Fezile Dabi.
• Attending to general maintenance requests and emergency repairs such as roof leakages, burst pipes, electrical disruptions, and vandalism repairs.
• Maintenance of diverse property types including industrial buildings, offices, shops, flats, and houses.
• Engagement with contractors registered in various grading designations suitable for different project sizes and types.

Technical Requirements

The technical requirements include:

• Demonstration of CIDB grading registration relevant to the scope of work, with specific grading designations based on project value ranges.
• Provision of proof of experience through reference letters, completion certificates, or relevant documentation for projects undertaken within the last five years.
• Key personnel qualifications, including CVs and certifications at NQF Level 6 or equivalent, with experience aligned to project requirements.
• Capability to handle emergency and routine maintenance, with response times and operational procedures aligned with FDC standards.
• Compliance with health and safety regulations, including submission of a Health and Safety Plan and relevant CVs.
• Adherence to FDC’s procurement and contractual processes, including submission of tax compliance certificates and other statutory documentation.

Skills Requirements

The skills and competencies required from bidders include:

• Qualified and experienced personnel with relevant built environment qualifications (minimum NQF Level 6).
• Proven capacity to execute projects within the specified CIDB grading ranges, supported by reference letters and project documentation.
• Ability to respond promptly to emergency maintenance requests and perform routine preventative maintenance.
• Knowledge of health and safety standards, with personnel capable of developing and implementing safety plans.
• Strong administrative and compliance skills, including accurate documentation, adherence to procurement policies, and tax compliance.
• Capacity to provide competitive quotations and participate in RFQ processes efficiently.
