Objectives

The primary objective of this tender is to appoint a professional service provider to develop a comprehensive Water Safety Plan (WSP) for Rand West City Local Municipality. The plan aims to ensure safe, compliant, and sustainable water supply systems through risk assessment, monitoring, and management protocols.

Scope

The scope of work includes:

• Developing a detailed Water Safety Plan covering catchment, treatment, and distribution systems.
• Conducting compliance monitoring and water quality risk assessments aligned with SANS 241:2015.
• Analyzing compliance data and identifying hazards/risks within the water supply system.
• Providing recommendations for improvements and mitigation measures for identified risks.
• Updating incident management protocols related to drinking water quality.
• Delivering a series of project milestones including system description, site visits, water quality assessment, risk assessment, implementation planning, and final documentation.

Technical Requirements

The technical requirements specify that the service provider must:

• Demonstrate experience with developing water safety or safety plans, with at least three relevant references.
• Have a team led by a registered Professional Scientist (SACNASP) with a BSc or higher in Natural/Earth Science and at least 5 years’ experience.
• Include a qualified engineer (ECSA registered) with minimum 5 years’ experience in water treatment and supply systems.
• Employ personnel with qualifications in Electrical Engineering (ECSA registered) and Civil/Water Engineering, with relevant experience.
• Provide evidence of qualifications, registration, and experience, including SAQA verification for qualifications obtained outside South Africa.

Skills Requirements

The successful bidder must possess:

• Expertise in water quality management, risk assessment, and compliance monitoring.
• Proven ability to develop and implement Water Safety Plans and incident management protocols.
• Experience in conducting site visits and system descriptions for water supply infrastructure.
• Strong project management skills to coordinate internal and external stakeholders over a 6-month period.
• Capability to prepare comprehensive reports, including risk assessments, operational procedures, and final documentation.
• Effective communication skills for stakeholder engagement and presentation of draft and final plans.
