Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to deliver professional accounting services to the Luthuli Museum for a period of twelve (12) months. The services aim to support the Museum's financial management, compliance, and reporting requirements in accordance with relevant legislation and standards.

Scope

The scope of work includes:

• Compilation of management accounts at two key periods: end of September 2026 and end of March 2027.
• Preparation of annual financial statements for the financial year ending 31 March 2026.

The service provider is responsible for ensuring accurate financial reporting, adherence to accounting standards, and timely delivery of the specified financial documents.

Technical Requirements

The technical requirements include:

• Provision of comprehensive accounting services as specified in the scope of work.
• Demonstration of experience in similar projects, especially within the public sector and involving PFMA compliance.
• Submission of CVs and qualifications of key personnel to demonstrate relevant expertise.
• Development of a detailed methodology and execution plan outlining how the work will be managed and delivered.
• Allocation of sufficient resources and capacity to meet deadlines, supported by a project organogram and capacity plan.
• Supporting documentation such as reference letters, company profile, and proof of professional affiliations (e.g., SAIPA or SAICA memberships).

Skills Requirements

The skills and competencies required from the service provider include:

• Proven experience in public sector accounting, audits, and financial compliance.
• Qualified key personnel with relevant educational qualifications and experience in accounting and financial management.
• Ability to develop and implement a clear methodology and execution plan.
• Strong capacity to allocate and maintain resources throughout the project duration.
• Knowledge of applicable legislation such as the PFMA and relevant accounting standards.
• Effective communication and reporting skills to ensure transparency and accountability.
