Objectives

The primary objective of this tender is to appoint a service provider responsible for response, installation, and monitoring of alarm systems for Saldanha Bay Municipality. The service provider will ensure effective alarm response, installation of alarm systems, and ongoing monitoring to enhance security within the municipality for the period from 01 July 2026 to 30 June 2029.

Scope

The scope of work includes:

• Installation of alarm systems in specified regions (North and South), including compatible systems with existing infrastructure.
• Monitoring of alarm systems with response capabilities.
• Provision of response officers, response vehicles, and necessary equipment.
• Technical support, maintenance, and repair of alarm systems.
• Installation of both wired and wireless alarm components, detectors, sirens, keypads, control panels, and peripheral devices.
• Provision of response, response vehicles, and personnel with appropriate registration and security clearances.
• Adherence to technical, safety, and legal standards, including compatibility with existing systems (Paradox, DSC, IDS).

Technical Requirements

The technical specifications include:

• Alarm systems must support remote arming/disarming with a range of at least 70 meters.
• Compatibility with existing municipality alarm infrastructure (Paradox, DSC, IDS).
• Provision of both wired and wireless alarm components, including detectors, sirens, keypads, and control panels.
• Installation of outdoor motion detectors, perimeter beams, magnetic door switches, and other peripheral devices.
• Response officers must be registered with PSIRA, fluent in two of the three official Western Cape languages, and have police clearance.
• Response vehicles must be registered, available for inspection, and equipped for emergency response.
• Control room must be operational, with remote access capabilities, and proof of registration must be provided.
• All equipment and systems must meet relevant SABS/SANS standards and legal requirements.
• Service provider must provide warranties, maintenance, and support for a minimum of 12 months on all installed equipment.

Skills Requirements

• Response officers must be PSIRA-registered, with valid registration numbers and security clearances.
• Personnel must be fluent in at least two of the three official languages of the Western Cape.
• Response officers must have experience in alarm monitoring, armed response, and installation services, supported by contactable references.
• Technical staff must demonstrate relevant experience in alarm system installation, maintenance, and repair, with proof of previous projects.
• Company must have a fully operational control room with remote access capabilities, staffed by qualified personnel.
• Personnel must wear identifiable ID cards with clear photographs, names, PSIRA numbers, and employee numbers.
• Response vehicles must be registered, maintained, and available for inspection at any time during the contract period.
