Objectives

The primary objective of this tender is to appoint a competent service provider to supply and deliver Livestock Identification and Traceability System (LITS) equipment for Kyd Western Cape. The system aims to enhance livestock identification, traceability, and management within the Western Cape Department of Agriculture.

Scope

The scope of work includes the procurement, supply, and delivery of various livestock identification and traceability equipment, such as:

• Electronic Identification Devices (EID ear tags, visual tags, laser marked)
• Tag applicators and applicator accessories
• Gates, crush clamps, dehorning irons, pliers
• RFID tag readers and electronic scanners complying with ISO standards
• Animal management tools such as castration bands, bloodless Burdizzo, rubber rings, cattle ropes, electric prodder
• Weighing equipment including loadbars, scales, weighing belts, and platforms
• Pregnancy scanners for sheep and cattle
• Other accessories like markers, branding irons, gas branding oven, gas cylinders, ear tags, and related equipment

The delivery location is specified as Elshoogte Road, Stellenbosch Central, Stellenbosch, 7599. The project involves not only supply but also ensuring the equipment's functionality and compliance with technical standards.

Technical Requirements

The technical specifications for key equipment include:

• Electronic Identification Devices (EID tags): High retention rate (≥95% in first year), matching data on visual and electronic tags, printed with official logo (ZAF), indelible characters readable at 3 meters, laser marked, packed in containers of 600 pairs, supplied in boxes.
• Tag Applicators: Trouble-free, aluminum, grey, with flip-away pin for quick application, suitable for high-volume tagging.
• RFID Tag Readers / Electronic Scanners: Ruggedized, portable, compliant with ISO11784/11785, capable of reading at least 10,000 animals, supporting interfaces like USB, Bluetooth, GPS, Wi-Fi, with minimum 1,000 sessions.
• Animal Management Equipment: Dehorning irons, pliers, castration bands, bloodless Burdizzo, rubber rings, cattle ropes, electric prodder, pregnancy scanners, weighing belts, and platforms, all meeting specified dimensions and durability standards.

All equipment must be supplied from a single manufacturer where applicable, and the delivery must be completed within the stipulated project duration.

Skills Requirements

The successful bidder must demonstrate:

• Experience in supplying livestock identification and traceability systems, supported by reference letters and testimonial evidence for similar projects.
• Technical capability to deliver equipment that meets specified standards and standards compliance (e.g., ISO certifications).
• Ability to provide a detailed project plan or execution plan outlining personnel, timelines, and deliverables.
• Knowledge of relevant legislative frameworks, including tax compliance, procurement legislation, and data protection laws (POPIA).
• Capacity to provide after-sales support, training, and maintenance services as required.
