Objectives

The primary objective of this tender is to appoint a service provider to develop a comprehensive Digital Transformation Strategy for the Community Schemes Ombud Service (CSOS). The strategy aims to assess the current digital landscape, identify areas for improvement, and outline a roadmap for leveraging digital technologies to enhance operational efficiency, transparency, governance, and sustainability over a period of four months.

Scope

The scope of work includes:

• Assessing CSOS’s current digital maturity, systems, processes, and initiatives.
• Advising on priority areas for digital improvement.
• Developing a digital transformation strategy based on key pillars: Governance, Strategic Protection, Legal and Regulatory Standards, International Standards and Good Practices, Development and Innovation, and Continuous Training.
• Creating a detailed roadmap for digitalization, including automation of business processes.
• Formulating a change management plan to support strategy implementation.
• Ensuring information security during the digital transformation process.
• Aligning the strategy with CSOS’s five-year strategic plan to improve efficiency, transparency, and oversight.

Technical Requirements

The technical requirements for the project include:

• Conducting a comprehensive assessment of CSOS’s digital environment and infrastructure.
• Providing expert advice on areas requiring enhancement.
• Developing a strategic document that covers governance, legal standards, innovation, and training.
• Designing a practical implementation plan with clear milestones and timelines.
• Incorporating change management and information security considerations into the strategy.
• Ensuring the strategy is compatible with existing systems and future technological trends.

Skills Requirements

The successful bidder must demonstrate:

• At least three (3) years of experience in developing digital transformation strategies.
• Provision of three (3) reference letters for similar projects completed within the last five (5) years.
• Expertise in digital maturity assessment, strategic planning, and change management.
• Qualified project management personnel with certifications such as PMBOK or Prince2, and 4-5 years of relevant experience.
• Facilitators or consultants with more than five (5) years of experience in digital strategy facilitation.
• Ability to deliver within the four-month project timeframe.
