Objectives

The primary objective of this tender is to appoint a panel of up to four service providers for the provision of high pressure and acid cleaning services across all power station sites for TGS Projects. The initiative aims to promote socio-economic transformation, empowerment of small, rural, and township enterprises, and support local industrial development. Additionally, the project emphasizes transformation goals such as B-BBEE improvement, enterprise and supplier development, skills development, job creation, and socio-economic upliftment within local municipalities.

Scope

The scope involves:

• Provision of high pressure and acid cleaning services at various power station sites across all TGS Projects.
• Appointment of a maximum of four service providers for a period of 5 years.
• Development and implementation of skills development initiatives, including bursaries for beneficiaries at accredited South African universities.
• Creation and retention of jobs, with specific targets for local employment and specialised skills sourcing.
• Funding of Corporate Social Investment (CSI) initiatives aimed at empowering black communities.
• Regular reporting on SDL&I (Supplier Development, Localisation & Industrialisation) compliance and implementation schedules.

Technical Requirements

The technical requirements include:

• Provision of high pressure and acid cleaning services as per project specifications.
• Development of an SDL&I implementation schedule prior to contract commencement.
• Quarterly submission of compliance reports using the prescribed data collection template.
• Adherence to local labour sourcing requirements, with at least 50% of semi-skilled and 100% of unskilled labour sourced locally.
• Implementation of corrective measures if SDL&I obligations are not met, including penalties for non-compliance.

Skills Requirements

The skills requirements focus on:

• Development of skills through bursaries valued at R80,000 per ERI beneficiary for every R4.8 million invoiced, to be executed within one month of reaching the invoicing threshold.
• Creation of employment opportunities, including specified numbers of jobs to be created and retained.
• Utilisation of specialised skills that may not be locally available, with a focus on local employment for semi-skilled and unskilled labour.
• Participation in ongoing reporting and compliance activities related to SDL&I objectives.
