Objectives

The primary objective of this tender is to appoint a qualified service provider to complete the construction of the Ethandakukhanya Community Healthcare Centre, including all civil, structural, architectural, electrical, and mechanical works necessary for the full completion of the facility.

Scope

The scope encompasses the construction (completion) of a new community health centre located in eThandakukhanya, Mpumalanga. It includes all associated civil, structural, architectural, electrical, and mechanical works required to deliver a fully operational healthcare facility. The project involves site preparation, building works, installations, and finishing, as well as ensuring compliance with safety and quality standards.

Technical Requirements

• Construction of a new community health centre with all civil, structural, architectural, electrical, and mechanical components.
• Adherence to the scope of work detailed in the tender documents, including site establishment, foundation, superstructure, roofing, finishes, and installations.
• Development and submission of a detailed project programme, including work breakdown structure, sequencing, milestones, and critical path analysis.
• Provision of comprehensive health and safety plans compliant with OHSA (Act 85 of 1993).
• Provision of necessary insurances, performance guarantees, and proof of compliance with CIDB registration (minimum grade 7GB).
• Submission of practical completion certificates, client reference letters, and evidence of previous relevant experience.
• Implementation of environmental, health, and safety policies throughout the project duration.
• Compliance with all relevant standards, regulations, and policies, including CIDB standards, construction regulations, and procurement policies.

Skills Requirements

• CIDB contractor grading designation of 7GB or higher, with proven experience in similar construction projects, especially health facilities.
• Qualified project management team with experience in managing large-scale construction projects, including a Team Lead/Manager with at least 7 years of relevant experience.
• Experienced site agents and supervisors with a minimum of 6-8 years of relevant construction experience, including registered professionals where applicable.
• Qualified health and safety officers with relevant certifications and experience in construction safety management.
• Skilled personnel for electrical, mechanical, architectural, and civil works, with appropriate qualifications and registrations.
• Capability to develop and implement detailed project programmes, including work breakdown structures, sequencing, and milestone planning.
• Ability to provide comprehensive project documentation, including reference letters, practical completion certificates, and previous project experience.
• Financial stability evidenced by audited financial statements and bank rating letters.
