Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a comprehensive feasibility study for the development of a South African Heroes Acre at the Freedom Park Heritage Site and Museum in Pretoria. The study aims to justify the establishment of the Heroes Acre, assess its viability across technical, financial, legal, institutional, and social dimensions, and provide detailed recommendations on project implementation, costing, and sustainability. This initiative seeks to honor South African heroes and heroines who contributed to the country's liberation and nation-building, ensuring alignment with national policies and heritage legislation.

Scope

The scope of work includes, but is not limited to:

• Needs Analysis: Evaluating alignment with DSAC’s mandate, societal value, stakeholder expectations, budget analysis, and target groups.
• Options Analysis: Reviewing global memorial models, identifying design and program options, evaluating costs and social impacts, and recommending the most feasible options.
• Site Analysis: Assessing the nominated site for physical, legal, environmental, and regulatory constraints, land status, infrastructure capacity, and risks.
• Institutional & Legal Feasibility: Recommending governance models, stakeholder roles, legal compliance, and project management structures.
• Technical Feasibility: Outlining design, engineering standards, norms, safety, accessibility, and lifecycle considerations.
• Financial & Economic Assessment: Developing cash flow models, risk-adjusted costs, funding options, and affordability analysis.
• Risk Analysis: Identifying, quantifying, and proposing mitigation strategies for risks across all project phases.
• Benchmarking Review: Comparing similar projects locally and internationally to extract lessons and best practices.
• Information Verification & Sign-Off: Ensuring data accuracy, obtaining sign-offs from professionals, and maintaining audit trails.
• Procurement & Implementation Planning: Developing project timelines, procurement methods, governance structures, and contingency measures.

Technical Requirements

The technical requirements for the feasibility study encompass:

• Project Plan: Addressing needs analysis, options analysis, due diligence, financial assessment, risk analysis, procurement, and implementation strategies.
• Implementation Plan: Detailed timelines, responsibilities, milestones, approvals, and contingency planning.
• Cost Breakdown: Itemized costs covering professional fees, specialist inputs, disbursements, and related expenses, all in South African Rand (ZAR) inclusive of VAT.
• Human Resource & Experience Portfolio: Profiles and CVs of the project team, demonstrating relevant expertise and experience in feasibility studies, especially in heritage or public sectors.
• Portfolio of Experience: Evidence of organizational capacity, including references and previous similar project deliverables.
• Data Verification & Sign-Off: Signed attestations from professionals confirming the reasonableness and accuracy of inputs, assumptions, and calculations, along with audit trails and legal compliance checklists.
• Procurement & Delivery Plan: Clear procurement methods, project governance, internal and external approval pathways, and safeguards against delays, security, and conflicts of interest.
