Objectives

The primary objective of this tender is to appoint a service provider to conduct a comprehensive study on the MICT SETA entrepreneurial ecosystem. The study aims to assess the current state, scope, size, training needs, and capacity for technology adoption of SMMEs, CBOs, NPOs, NGOs, and cooperatives within the MICT sector. The insights gained will guide MICT SETA in designing targeted, impactful training and development programs to support sector growth and sustainability.

Scope

The scope of work includes:

• Conducting a literature review of existing reports and policies related to SMMEs, CBOs, NPOs, NGOs, and cooperatives in the MICT sector.
• Developing research methodologies and data collection instruments (surveys, interviews, focus groups).
• Carrying out data collection across all nine provinces, covering rural and urban areas.
• Sampling a representative group of organizations within the sector.
• Analyzing data to identify trends, patterns, and sector-specific needs.
• Performing comparative analysis of different organization types.
• Preparing a comprehensive research report with findings, insights, and actionable recommendations.
• Presenting findings to MICT SETA and stakeholders.

Technical Requirements

The technical requirements for the study include:

• A detailed methodology demonstrating approaches suited to analyzing entrepreneurial environments and sector-specific dynamics.
• A Quality Assurance Plan outlining procedures and risk mitigation measures.
• Provision of research reports from previous relevant projects conducted within the past five years.
• Experience in investigative, exploratory, ecosystem-assessment, or related research methodologies.
• An organogram of the project team with clearly defined roles and responsibilities.
• CVs and certified copies of qualifications (not older than six months) of the project team, especially the Team Leader and supporting staff.
• Demonstrated experience in delivering research services at provincial and national levels, with a focus on applied research in the sector.

Skills Requirements

The successful service provider must possess:

• Proven expertise in conducting ecosystem assessments, exploratory research, and sector-specific studies.
• Strong analytical skills to interpret quantitative and qualitative data.
• Experience in designing and implementing research methodologies tailored to diverse organizations.
• Ability to develop comprehensive reports with modern graphical representations and infographics.
• Effective project management skills to deliver within a six-month timeframe.
• Capacity to coordinate data collection across multiple regions and organizations.
• Excellent communication and presentation skills for stakeholder engagement and reporting.
