Objectives

The primary objective of this tender is to appoint a qualified and registered environmental consultant to facilitate a full Environmental Impact Assessment (EIA) process, including scoping and authorization, for land clearing activities at the ARC Loskop Farm in Limpopo. The goal is to obtain environmental authorization for clearing indigenous vegetation to support agricultural research and development initiatives.

Scope

The scope of work includes:

• Conducting a full EIA for land clearing activities on approximately 50 hectares, phased starting with 10 hectares.
• Managing the land de-bushing process to enable research trials and seed system development.
• Identifying any additional trigger activities and including them in the authorization application.
• Planning and managing the public participation process.
• Preparing all necessary documentation for environmental authorization, including the EIA report and related submissions.

The land clearing activity falls under Listing Notice 2, Activity 15 of the EIA Regulations, requiring authorization for clearing 20 hectares or more of indigenous vegetation.

Technical Requirements

• The appointed EAP must manage and coordinate the entire EIA process in accordance with the National Environmental Management Act, 2014 EIA Regulations (as amended), and other relevant legislation.
• The EAP must identify and include any additional trigger activities in the application.
• The EAP is responsible for planning and executing the public participation process.
• The EAP must demonstrate experience in similar environmental consulting services, including successful completion of comparable projects.
• Provision of detailed proposals, including project timelines, scope, and pricing.

Skills Requirements

• Registered environmental practitioners with relevant qualifications and experience in EIA processes.
• Proven track record in managing land clearing projects and obtaining environmental authorizations.
• Ability to identify trigger activities and manage public participation effectively.
• Strong project management and coordination skills.
• Experience in preparing comprehensive EIA documentation and navigating regulatory requirements.
