Objectives

The primary objective of this tender is to appoint a qualified service provider to develop and design a curriculum for a Rehabilitation Programme related to road traffic infringements. The curriculum aims to provide infringers with the necessary knowledge, skills, and attitudes to promote safe driving, manage demerit points, and potentially reduce or reapply for driving licenses. The programme will be SETA accredited and tailored to support positive behavioral change in infringers, thereby contributing to road safety and compliance with traffic regulations.

Scope

The scope of work includes:

• Developing and designing a SETA-accredited curriculum for a Rehabilitation Programme targeting road traffic infringers.
• Creating learning materials that do not exceed NQF level 3.
• Providing training to improve driving behavior, roadworthiness management, and understanding of demerit points and infringements.
• Designing the curriculum to cater for various delivery modes (face-to-face, online, blended learning).
• Registering the course content with the relevant SETA and QCTO.
• Developing a Skills Programme for Infringer Rehabilitation.
• Delivering the final curriculum, including 100 hard copies and electronic versions.
• Transferring skills to internal RTIA teams.
• Engaging in consultations with SETA and QCTO, and completing project milestones within specified timeframes (January to March 2026).

Technical Requirements

The technical requirements include:

• Designing outcomes-based, accessible, and engaging training modules aligned with SAQA standards and SAQA unit standard 50285.
• Ensuring curriculum content addresses physical, cognitive, and behavioral aspects of driving fitness.
• Developing supporting media (audio, video, simulations, role plays, etc.) to enhance learning.
• Registering the curriculum with SETA and QCTO.
• Providing a comprehensive skills transfer plan.
• Demonstrating experience in curriculum development, innovation, and high-volume training monitoring.
• Meeting mandatory accreditation and registration requirements with SETA and the Quality Council for Trades and Occupations.

Skills Requirements

The successful service provider must demonstrate:

• Proven ability to design and develop SETA-accredited training modules and curricula.
• Experience with outcomes-based learning programme development and facilitation, supported by samples of previous work.
• Knowledge of traffic management, road safety, and the AARTO legislation, including demerit points and infringements.
• Competence in curriculum innovation and evaluation at various public service levels.
• Ability to unpack complex policies into accessible training content.
• Development of supporting training materials/media (audio, video, simulations, etc.).
• Experience in monitoring, tracking, and reporting on high-volume training delivery, preferably in the public sector.
• Qualified personnel with relevant curriculum development qualifications and accreditation with SETA.
• Capacity to transfer skills effectively to RTIA internal teams.
