Objectives

The primary objective of this tender is to appoint a qualified, competent, and well-trained security service provider to supply a Tactical Team (TT) at the Driftsands Rehabilitation Project. The team must ensure a safe, secure environment to facilitate uninterrupted project progress, manage security threats including land invasions, and prevent disruptions caused by criminal activities such as extortion, violence, or sabotage.

Scope

The scope includes:

• Provision of a Rapid Deployment Tactical Team during day and night shifts for a period of one year, covering 428 twelve-hour shifts.
• Deployment of a Tactical Security Team comprising eight Grade A security officers with an armoured vehicle, riot gear, firearms (shotguns/rifles), and branded uniforms and vehicles.
• Response to emergencies within less than 1 hour, including riot control, counter-invasion, and threat mitigation activities.
• Management of security threats such as illegal land invasions, violent protests, and construction mafia activities.
• Installation and maintenance of security infrastructure, including a 500-meter perimeter barrier if required.
• Regular reporting, incident documentation, and participation in monthly review meetings.
• Compliance with PSIRA registration and relevant security regulations.

Technical Requirements

The technical specifications include:

• Provision of a fully equipped Tactical Team with riot gear, firearms, and an armoured vehicle with security company branding.
• Proof of PSIRA registration and good standing for all personnel and the company.
• Operational office within the Western Cape with a control room and site proximity documentation.
• Response capability to emergencies within 1 hour.
• Implementation of security mitigation measures based on risk assessments.
• Adherence to relevant security standards, including the Private Security Industry Regulation Act (PSIRA).
• Provision of weekly serviced vehicles and necessary security equipment.
• Preparation of monthly reports, incident logs, and attendance at review meetings.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing tactical security services, especially in volatile or high-risk environments.
• Capability to deploy and manage a team of trained, registered security officers with PSIRA certification.
• Proficiency in riot control, counter-invasion tactics, and emergency response.
• Ability to operate and maintain security infrastructure and vehicles.
• Strong organizational and reporting skills, including incident documentation and regular communication with the client.
• Knowledge of legal and regulatory compliance related to private security services.
• Capacity to respond swiftly and effectively to security threats, including violent protests and land invasions.
