Objectives

The primary objective of this tender is to appoint a service provider to deliver translation services to the National Energy Regulator of South Africa (NERSA) for a period of three years. The aim is to support NERSA's mandate of promoting equitable language use, including the development and promotion of indigenous languages, by providing high-quality translation, editing, proofreading, layout replication, and layout adjustments across all official languages of South Africa.

Scope

The scope of work includes:

• Providing translation and editing of NERSA documents, publications, brochures, and notices from English to other official languages (Afrikaans, isiZulu, Sesotho, and potentially others on a case-by-case basis).
• Replicating document layouts in design software (e.g., InDesign), accommodating language-specific differences such as script and word count.
• Proofreading laid-out translated documents and making necessary corrections.
• Discussing specific translation requirements with NERSA for each document.
• Delivering final translated and layout-adjusted products physically to NERSA’s Pretoria premises and providing electronic copies for online use.
• Performing translation, editing, proofreading, layout replication, and amendments as required, including translation of publications, brochures, notices, and regulatory decisions.

Technical Requirements

The technical requirements for the service provider include:

• High-quality translation, editing, and proofreading services that accurately reflect the original meaning.
• Layout replication and design adjustments to ensure consistency across languages and formats.
• Use of approved design software (e.g., InDesign) for layout replication.
• Thorough proofreading and correction processes based on NERSA’s verification.
• Close liaison with NERSA’s Communication and Stakeholder Management Department.
• Provision of electronic copies and open files of laid-out materials.
• Adherence to agreed scope, deadlines, and quality standards.

Skills and Skills Requirements

The bidder must demonstrate:

• Membership of the South African Translators’ Institute or equivalent professional body, with proof of membership.
• Minimum of five (5) years’ relevant experience in translation services, with at least five reference letters for similar work in corporate, government, or SOE contexts within the past five years.
• Qualified and experienced team members with appropriate language and translation skills, supported by CVs highlighting relevant experience and qualifications.
• Proven ability to handle multiple languages, including English, Afrikaans, isiZulu, and Sesotho, with capacity to translate into other South African languages as needed.
• Design and layout skills, including proficiency with layout software such as InDesign.
• Understanding of NERSA’s language policy and the ability to produce content that is understandable by non-technical personnel.
• Capability to provide high-quality, accurate, and culturally appropriate translations and layouts within tight deadlines.
• Experience in handling official and regulatory documents, publications, and notices.
