Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive training programs in Assessors, Facilitators, Skills Development Facilitators, and Moderators. The training aims to enhance the capacity of MISA officials responsible for supporting municipalities in infrastructure planning, budgeting, project management, supply chain management, and infrastructure procurement. The training will be conducted over 12 staggered days, with the goal of equipping participants with the necessary skills aligned with relevant NQF levels and accredited by SETA.

Scope

The scope of work includes:

• Providing training for 5 officials across four modules: Assessors, Facilitators, Skills Development Facilitators, and Moderators, with specific numbers for each module.
• Ensuring training is conducted at NQF levels 5 and 6 and is SETA accredited.
• Delivering a total of 12 staggered training days.
• Including the development and provision of training manuals, evaluation of trainees, and issuance of accredited certificates.
• Training modules cover:
• Assessors: Conducting outcomes-based assessments (Unit Standard 115753, NQF Level 5)
• Facilitators: Facilitating learning using various methodologies (Unit Standard 117871, NQF Level 5)
• Skills Development Facilitators: Coordinating skills development activities (various Unit Standards, NQF Levels 4-5)
• Moderators: Conducting moderation of assessments (Unit Standard 115759, NQF Level 6)

Technical Requirements

The technical requirements for the tender include:

• Accreditation of the service provider and facilitators with SETA.
• Provision of training manuals, evaluation tools, and certificates aligned with the relevant NQF levels.
• Conducting training within the specified period (15 July – 15 November 2025).
• Training to be delivered at a venue to be determined based on the service provider’s location or the number of officials attending.
• Compliance with all mandatory requirements, including proof of accreditation and facilitator experience.

Skills Requirements

The skills and qualifications required for the service provider and facilitators include:

• Accreditation with SETA for the relevant training modules.
• Demonstrable experience in delivering the specified training programs, supported by detailed CVs.
• Facilitators must have conducted similar training and provide proof of prior experience.
• Ability to develop and deliver training manuals, facilitate engaging learning sessions, and evaluate trainee performance.
• Knowledge of outcomes-based assessment principles, facilitation methodologies, skills development legislation, and quality assurance processes.
