Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to supply, deliver, and install new library security systems across all libraries managed by the Limpopo Department of Sport, Arts and Culture. Additionally, the provider will be responsible for decommissioning the old security systems, ensuring the safety of assets and personnel, and maintaining high security standards over a period of three years.

Scope

The scope of work includes:

• Supply, delivery, and installation of various electronic library security components such as detection systems, book check desensitizers and sensitizers, locking exit gate boxes and arms, gate mount plates, and one-way turnstiles.
• Decommissioning of existing old security equipment at designated libraries.
• Testing, commissioning, and training library staff on the new systems.
• Providing a 12-month warranty on all new installations.

The work covers all libraries within the department's jurisdiction, with installations to be carried out as and when required over the contract period.

Technical Requirements

The technical specifications include:

• Compatibility of new security systems with 3M tattletape/magnetic strips.
• Inclusion of detection systems, book check desensitizers and sensitizers, locking exit gate components, and one-way turnstiles.
• Systems must be electronic alarm systems installed at library entrances and exits to detect unauthorized removal of materials.
• Desensitizers should turn off strips during material return and turn them back on when materials are checked in.
• All installations must meet relevant legislative, technical standards, and national procurement prescriptions.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience and track record in installing and decommissioning library security systems, supported by reference letters from relevant clients within the last five years.
• Capacity and capability to execute the project, including a qualified team with CVs, certifications, and at least three years of relevant experience.
• Ability to develop and present a comprehensive project implementation plan, including work breakdown, milestones, security risk management, and compliance with security standards.
• Local presence in Limpopo Province, evidenced by municipal rates and taxes invoices or proof of physical address.
• Ability to conduct site inspections and demonstrate the existence and capacity of installed systems during evaluation.
