Objectives

The primary objective of this tender is to appoint a suitable and qualified service provider(s) to render comprehensive security guarding services to the Department of Agriculture (DOA) at Region 2. This includes providing security at various offices, farms, and facilities across the provinces of Northern Cape, Free State, and North West for a period of thirty-six (36) months.

Scope

The scope encompasses the following key areas:

• Provision of security guarding services at specified offices, farms, and facilities within the three provinces.
• Establishment and management of operational control rooms in each province.
• Deployment of trained security personnel, including guards, supervisors, and managers, across multiple sites.
• Implementation of security measures such as access control, patrols, incident management, and emergency response.
• Provision and maintenance of security equipment, uniforms, and communication systems.
• Conducting security screening, training, and induction of personnel.
• Ensuring statutory compliance and reporting requirements are met throughout the contract duration.

Technical Requirements

The technical requirements include:

• Provision of fully equipped control rooms with communication systems, patrol tracking, and incident management software.
• Deployment of security officers with valid PSIRA registration, appropriate training, and experience (minimum 3-5 years).
• Provision of security equipment such as radios, metal detectors, flashlights, batons, handcuffs, firearms (with licenses), and uniforms.
• Implementation of electronic guard tracking systems with real-time monitoring and reporting capabilities.
• Conducting regular inspections, patrols, and incident reporting, including immediate notification of breaches or incidents.
• Establishment of a fully operational provincial control room with high-level communication infrastructure.
• Provision of comprehensive training, induction, and continuous skills development for security personnel.
• Adherence to statutory and regulatory compliance, including labor laws, PSIRA regulations, and industry standards.

Skills Requirements

The service provider must demonstrate:

• Experience in security management, with at least 3-5 years in guarding services and security operations.
• Qualified personnel including Security Managers and Supervisors with relevant PSIRA grades and security management qualifications (minimum NQF level 6).
• Capability to establish and manage control rooms, patrol systems, and incident reporting platforms.
• Proven track record of managing security at multiple sites, including offices, farms, and strategic facilities.
• Ability to conduct thorough screening, vetting, and training of security officers.
• Strong understanding of statutory compliance, health and safety regulations, and industry best practices.
• Capacity to provide 24/7 security coverage, including emergency response and contingency planning.
• Effective communication, reporting, and coordination skills at regional and national levels.
