Objectives

The primary objective of this tender is to appoint a service provider or providers to conduct detailed condition assessments of tugs, pilot boats, and workboats across four ports within the Transnet National Ports Authority (TNPA). The assessments aim to evaluate operational readiness, structural integrity, mechanical condition, safety compliance, and environmental standards of the vessels. The findings will support maintenance planning, refurbishment, lifecycle cost analysis, and ensure long-term fleet performance, safety, and service reliability across South African ports.

Scope

The scope encompasses a comprehensive, one-time condition assessment of marine crafts (tugs, pilot boats, workboats) in four specified ports, including:

• Installation and calibration of portable vibration monitoring equipment on critical rotating machinery, with readings on components such as gear teeth and bearings.
• Assessment of drive shafts, including condition and torque transmission capacity.
• Machinery condition evaluation covering temperature, oil pressure, RPM stability, exhaust characteristics, and lubrication system integrity.
• Inspection of winch and towing equipment for structural integrity, operational functionality, safety compliance, and signs of wear or degradation.
• Review of relevant regulations, SAMSA notices, and industry standards, including structural inspections, corrosion evaluation, and safety systems.
• Assessment of safety and navigation systems, electrical installations, firefighting equipment, and other critical components.
• Provision of a detailed report with findings, recommended remedial actions, timelines, and cost estimates for repairs or replacements.
• Evaluation of environmental commitments, including waste disposal, recycling, and energy conservation policies.

The scope also includes providing a full method statement, cost estimates, and a comprehensive report for each vessel assessed.

Technical Requirements

• Adherence to SAMSA, IMO, BV classification society standards, and relevant legislation.
• Use of calibrated portable vibration monitoring equipment and industry-standard inspection tools.
• Conducting non-destructive testing, thickness measurements, and corrosion evaluations.
• Inspection of all vessel systems: propulsion, electrical, navigation, safety, firefighting, and structural components.
• Preparation of detailed condition assessment reports, including remedial actions, timelines, and cost estimates.
• Compliance with statutory, regulatory, and industry standards governing marine vessel operations.
• Environmental policies and commitments documentation.

Skills and Skills Requirements

• Marine Engineering Expertise: Proven experience in marine vessel condition assessments, ship repair, or marine engineering, with at least 2-3 years of relevant experience.
• Technical Personnel:
  • Project Manager with relevant marine engineering or project management qualifications.
  • Master Class 1 Marine Engineer with at least 2 years of experience.
  • Chief Engineer or Second Engineer with minimum 2 years of marine repair or shipbuilding experience.
  • Millwright with at least 2 years of marine repair experience and valid Millwright Trade Test certification.
  • Electrician with minimum 2 years of marine electrical experience and valid High Voltage certification.
  • Safety, Health & Environment (SHE) Representative with at least 2 years of marine safety experience and valid HIRA certification.
• Inspection and Testing Skills: Ability to perform structural inspections, thickness measurements, corrosion assessments, and system testing.
• Regulatory Compliance Knowledge: Familiarity with SAMSA, IMO, BV standards, and South African maritime legislation.
• Environmental and Safety Policies: Understanding of environmental management, waste disposal, recycling, and safety standards.
• Reporting and Documentation: Skills in preparing detailed technical reports, cost estimates, and remedial action plans.
• Environmental Policy Knowledge: Ability to demonstrate environmental commitments, waste management, and energy conservation policies.
