Objectives

The primary objective of this tender is to appoint service providers responsible for supplying, delivering, installing, and maintaining cathodic protection rectifiers, monitoring points, and associated systems along the Rand Water pipeline network over a period of 3 years. Additionally, the project aims to facilitate skills development through training of occupational and trade qualification learners, work integrated learners, and candidates for professional registration, while promoting socio-economic development and local enterprise participation.

Scope

The scope includes:

• Supply, delivery, and installation of cathodic protection rectifiers and monitoring points.
• Maintenance of cathodic protection systems along the pipeline network.
• Completion of work within specified delivery and completion dates.
• Training and development of learners and candidates as per project requirements.
• Adherence to safety, health, environmental, and quality standards.
• Provision of site information, risk management, and project scheduling.
• Subcontracting at least 30% of the contract value to qualifying small enterprises (QSEs) or emerging micro enterprises (EMEs) that are at least 51% black owned.

Technical Requirements

The technical scope mandates:

• Installation of cathodic protection rectifiers and monitoring points compliant with specified standards.
• Maintenance of systems to ensure operational integrity over 3 years.
• Provision of equipment, tools, and resources including plant, machinery, and safety gear.
• Implementation of safety procedures, environmental management, and SHERQ compliance.
• Adherence to project timelines, quality management systems (ISO 9001 or equivalent), and risk management protocols.
• Provision of detailed project programmes, method statements, and safety plans.
• Insurance coverage as specified, including contractor’s equipment, professional indemnity, and liability insurances.
• Effective management of project risks, delays, and safety hazards.

Skills Requirements

The tender specifies the following skills and capacity requirements:

• Project Team:
  • At least 1 engineer with a minimum of 10 years’ experience in cathodic protection installation and monitoring, possessing BSC/BEng/BTech and NACE certification.
  • Up to 5 resources with similar qualifications and experience.
  • Additional team members with relevant expertise in project management, safety, and quality assurance.
• Equipment Resources: Adequate plant, machinery, and tools including cranes, data loggers, and safety equipment, with capacity to meet project scope.
• Safety & SHERQ: Implementation of ISO 45001 and ISO 14001 certified safety and environmental management systems, with designated safety officers.
• Experience & Past Performance: Demonstrated track record of similar projects, with references and completion certificates showing minimum 70% performance rating.
• Training & Development: Capacity to train learners and candidates, with documented training plans, progress reports, and qualified mentors.
• Risk Management & Programme: Ability to develop detailed project programmes, risk registers, and mitigation strategies.

Overall, bidders must demonstrate sufficient human resources, technical expertise, equipment capacity, safety compliance, and project management skills to successfully execute the scope within the stipulated timeframe and standards.
