Objectives

The primary objective of this tender is to appoint service providers capable of delivering comprehensive Emergency Medical Services (EMS) to the Limpopo Department of Sport, Arts and Culture. The aim is to ensure the provision of timely, safe, and quality emergency medical care and transport services as and when required over a period of three years.

Scope

The scope encompasses the provision of a wide range of emergency medical services, including:

• Clinical care and management of emergency cases
• Dispatch and response coordination of emergency vehicles
• Inter-facility patient transfers
• Planned patient transport services
• Clinical support services such as medicines, medical supplies, and equipment management
• Leadership, governance, operational management, and infrastructure management
• Clinical governance, patient safety, infection control, waste management
• Fleet management and facilities infrastructure
• Occupational health and safety, disaster preparedness, and community engagement

The services must adhere to the standards and regulations outlined in the national EMS standards and regulations.

Technical Requirements

The technical requirements include:

• Provision of appropriately equipped ambulances and medical rescue vehicles licensed and maintained according to legislation
• Deployment of qualified emergency care personnel registered with the Health Professions Council of South Africa, including Paramedics, Emergency Care Practitioners, and other emergency personnel
• Implementation of efficient call management and dispatch systems, including Computer Aided Dispatch (CAD) where applicable
• Establishment of clinical governance systems to ensure quality and safety in emergency care
• Systems for patient records management, response time monitoring, and incident reporting
• Infection prevention and control protocols, waste management, and decontamination procedures
• Stock and equipment management systems ensuring availability and functionality of medicines and medical devices
• Facilities management including buildings, security, linen services, and infrastructure maintenance
• Fleet management ensuring safety, licensing, and maintenance of vehicles
• Emergency and disaster preparedness systems and community engagement initiatives

Skills Requirements

The tender requires service providers to have personnel with the following skills and qualifications:

• Registered emergency care personnel including Paramedics, Emergency Care Practitioners, Emergency Care Assistants, and Ambulance Emergency Assistants
• Qualified vehicle dispatchers and ECC managers with experience in emergency response coordination
• Personnel trained in infection prevention, waste management, and environmental safety
• Qualified medical supplies and equipment management staff
• Personnel skilled in fleet management, building maintenance, security, and infrastructure management
• Personnel trained in occupational health and safety, disaster response, and community engagement
• Management and supervisory staff with leadership skills to oversee clinical governance, operational management, and compliance with regulations

Overall, the service providers must demonstrate capacity to deliver high-quality emergency medical services through qualified personnel, effective systems, and adherence to regulatory standards over the contract period.
