Objectives

The primary objective of this tender is to establish a comprehensive framework for the co-ordination, control, and assurance of quality aspects at Lethabo Power Station. This includes conducting physical inspections, overseeing strategic and operational interventions, and ensuring compliance with safety, environmental, and quality standards across routine maintenance, projects, and outage activities over a period of four years.

Scope

The scope encompasses:

• Coordination and control of quality activities during maintenance, projects, and outages.
• Review and approval of quality control plans considering safety defects, performance criteria, equipment specifications, and plant availability.
• Physical inspections of work activities, including welding, turbine and generator maintenance, valve inspections, and electrical work.
• Monitoring and managing quality deficiencies, non-conformances, and concessions, including issuing stop work orders when standards are compromised.
• Development, review, and updating of quality control plans and reports, including weekly, monthly, pre- and post-work assessments.
• Analysis of data related to non-conformities, trends, and root causes to prevent recurrence and improve processes.
• Continuous improvement initiatives based on quality data, lessons learned, and performance reviews.
• Additional interventions as required by operational needs, including participation in meetings and strategic reviews.

Technical Requirements

The technical requirements include:

• Adherence to Eskom contractor health and safety standards (Standards 32-136), OHS specifications, and statutory legislation (Occupational Health and Safety Act 85 of 1993, Compensation for Occupational Diseases and Illnesses Act 130 of 1993).
• Implementation of quality control processes, including review and approval of quality control plans, inspection procedures, and work documentation.
• Physical inspections and assessments of work activities on-site and at off-site workshops or fabricators’ premises.
• Preparation and submission of quality reports, including inspection findings, non-conformance records, and improvement recommendations.
• Data analysis for performance, non-conformities, and root cause investigations.
• Development and management of quality control documentation, including method statements, work plans, and corrective action reports.
• Participation in operational and maintenance meetings to support quality assurance activities.

Skills Requirements

The tender requires the following skills:

• Strong knowledge of Eskom’s quality, safety, and environmental standards and statutory requirements.
• Proficiency in conducting physical inspections and assessments of mechanical, electrical, and structural work.
• Experience in developing, reviewing, and updating quality control plans and procedures.
• Ability to analyze non-conformance data, identify trends, and propose corrective actions.
• Excellent report writing and documentation skills for weekly, monthly, and project-specific quality reports.
• Capability to perform root cause analysis and facilitate continuous improvement initiatives.
• Effective communication and coordination skills to liaise with contractors, suppliers, and internal teams.
• Competence in managing multiple inspections, audits, and assessments simultaneously.
