Objectives

The primary objective of this tender is to construct two (2) 25-meter single-span, conventionally reinforced pedestrian bridges in Umlazi, Ward 83, eThekwini Municipality. The project aims to enhance pedestrian connectivity while ensuring compliance with occupational health and safety standards, legislative requirements, and best practices for construction safety management.

Scope

The scope of work includes:

• Establishment of site and preliminary requirements
• Clearing and grubbing of the construction area
• Provision for pedestrian and non-motorized traffic accommodation
• River diversions as necessary
• Earthworks including excavations, backfilling, and compaction
• Supply and installation of steel fixing and formwork
• Concrete works for bases, abutments, decks, and walkways
• Installation of gabion baskets and related earthworks
• Site make-good and reverting to the employer
• De-establishment of construction site post-completion

Technical Requirements

The technical requirements encompass:

• Adherence to site access protocols via specified roads and pathways
• Implementation of health and safety management plans, including hazard identification and risk assessments
• Provision of a comprehensive Construction Health and Safety Plan, covering objectives, scope, management, monitoring, and sub-contractor management
• Compliance with the Occupational Health and Safety Act and Construction Regulations 2014
• Notification procedures for specific construction activities (e.g., excavation, work at heights, demolition, use of explosives)
• Management and supervision structures including appointment of Construction Manager, Safety Officer, and Supervisors
• Provision of health and safety training, incident management, fire precautions, electrical safety, PPE, signage, and public safety measures
• Proper stacking, storage, housekeeping, and site facilities for workers
• Implementation of emergency procedures and regular health and safety audits
• Electrical installations and machinery to be controlled and inspected by qualified personnel

Skills Requirements

The tender requires the following skills and competencies:

• Competent Construction Manager with demonstrated experience in managing construction safety and compliance
• Part-time qualified Construction Health and Safety Officer with at least 1 year of relevant experience
• Construction Supervisors responsible for specific sections, with clear accountability for safety and quality
• Qualified electrical personnel registered with the Department of Labour for electrical installations and inspections
• Personnel trained in hazard identification, risk assessment, incident investigation, fire safety, and emergency response
• Employees equipped with and trained in the use of SANS-approved Personal Protective Equipment (PPE)
• Personnel capable of conducting health and safety inductions, toolbox talks, and maintaining safety records
• Skilled workers in earthworks, concrete works, steel fixing, formwork, gabion installation, and site housekeeping
• Personnel familiar with legislative compliance, safety signage, and public safety protocols
