Objectives

The primary objective of this tender is to engage a contractor for the design, detailed engineering, manufacture, testing at works, supply, delivery, removal of existing transformers, placement on foundations, installation, erection, testing, commissioning, and storage of Class 0 and 1 power transformers. This is to be executed on an “as and when” required basis over a period of ten years, ensuring continuous support and operational readiness for Eskom’s power infrastructure.

Scope

The scope encompasses all activities related to:

• Design and detailed engineering of power transformers
• Manufacture and testing at the supplier’s works
• Supply and delivery to Eskom sites
• Removal of existing transformers where applicable
• Placement on foundations, installation, and erection at designated sites
• Testing, commissioning, and storage of transformers
• Ongoing support on an “as and when” basis for a ten-year period

The contract also includes responsibilities for removal of old transformers and ensuring transformers are placed, installed, tested, and commissioned according to Eskom standards and specifications.

Technical Requirements

The technical requirements include:

• Compliance with Eskom’s OHS specifications and legal requirements
• Adherence to detailed engineering standards and specifications for Class 0 and 1 transformers
• Implementation of safe work procedures, method statements, and risk assessments
• Proper testing, commissioning, and storage procedures
• Provision of necessary safety measures including PPE, signage, and safety protocols
• Development and maintenance of OHS plans aligned with Eskom and legislative standards
• Management of contractors and suppliers to ensure compliance with Eskom’s safety and quality standards
• Effective communication, reporting, and documentation of safety and operational activities

Skills and Skills Requirements

The tender specifies the following skills and qualifications:

• Competent personnel with knowledge, training, experience, and qualifications specific to transformer design, engineering, manufacturing, and installation
• Registered SHE professionals, including Construction Safety Officers, with SACPCMP registration
• Qualified and experienced project managers and site supervisors familiar with Eskom’s safety, health, and environmental standards
• Personnel trained in safe work procedures, risk assessments, and emergency response
• Medical fitness certificates for all employees involved in the work
• Competent safety officers trained in ISO 45001, with minimum two years’ work experience and relevant occupational health and safety qualifications
• Skilled in developing and implementing safety management systems, conducting audits, and managing contractor compliance
• Effective communication skills for safety reporting, toolbox talks, and safety meetings
