Objectives

The primary objective of this tender is to engage a contractor for the design, manufacture, testing, and supply of Opgw hardware, Adss hardware, and miscellaneous items to Ntcsa on an “as and when” required basis over a period of five (5) years. The aim is to ensure the provision of quality hardware and related items to support ongoing infrastructure needs, while adhering to environmental and safety standards.

Scope

The scope encompasses:

• Design, manufacture, and testing of Opgw and Adss hardware
• Supply of miscellaneous items related to the hardware
• Provision of these items on an “as and when” required basis
• Duration of the contract: five (5) years
• Compliance with environmental management and safety policies as outlined in the tender documentation

Technical Requirements

The technical requirements include:

• Provision of documented Environmental Management System (EMS) that conforms with relevant standards
• Implementation of an Environmental Management Programme (EMPr) aligned with scope of work
• Development and adherence to a Waste Management Plan in accordance with applicable legislation
• Maintenance of an Aspect and Impact Register specific to the project
• Implementation of environmental controls such as pollution control measures, water and land management, and rehabilitation activities
• Provision of environmental documentation, including environmental bills of quantities and compliance reports

Skills Requirements

The tender requires the contractor to demonstrate:

• Objective evidence of a documented Environmental Management System (EMS)
• Competence and training of personnel involved in environmental monitoring and incident management, including proof of relevant qualifications (e.g., National Diploma, Degree in Environmental Sciences or Management)
• Skills in environmental incident reporting, waste management, and compliance obligations
• Experience in handling hazardous substances, vegetation management, site establishment, water management, and rehabilitation activities
• Ability to prepare and implement environmental management plans and programmes
