Objectives

The primary objective of this tender is the development of the Sekhukhune District Municipality Integrated Transport Plan (ITP) for a period of twelve months. The project aims to improve accessibility, reduce traffic congestion, establish an affordable and safe transport system, enhance customer care and professionalism in public transport, and promote integrated and sustainable transport infrastructure and services. Specific outcomes include developing a transport register, land-use planning, infrastructure upgrades, and fostering stakeholder participation to address community needs.

Scope

The scope encompasses the comprehensive development of a District Integrated Transport Plan (DITP) aligned with national policies and legislation, including:

• Providing an executive summary, introduction, and transport vision and objectives.
• Creating a detailed transport register covering demographic, socio-economic, traffic, freight, and financial data.
• Aligning transport planning with the Spatial Development Framework (SDF) and land use strategies.
• Assessing current and future transport needs, problems, and community requirements through public participation.
• Formulating policies and strategies for public transport, infrastructure development, travel demand management, freight, and safety.
• Developing an infrastructure strategy, funding proposals, and prioritization of projects.
• Facilitating stakeholder consultation, project team formation, and stakeholder engagement.
• Deliverables include draft and final DITP reports, electronic transport register, training, and project close-up reports.

Technical Requirements

The technical requirements include:

• Preparation of an executive summary, transport vision, and objectives aligned with national policies.
• Development of a comprehensive transport register with demographic, traffic, freight, and financial data.
• Alignment of the transport plan with the Spatial Development Framework and land use strategies.
• Conducting a transport needs assessment based on data analysis and community engagement.
• Formulation of policies for public transport, infrastructure, safety, and law enforcement.
• Designing infrastructure development and maintenance strategies.
• Creating a travel demand management and freight transport strategy.
• Developing funding proposals, project prioritization, and detailed budgets for a five-year implementation plan.
• Ensuring stakeholder participation, public consultation, and final approval processes.
• Providing training and capacity building for SDM staff.

Skills Requirements

The project team must collectively possess the following qualifications, experience, and skills:

• Expertise in Civil Engineering with specialization in transport planning.
• Town and Regional Planning knowledge.
• Transport Economics with research background.
• Environmental Management expertise.
• Public Relations and Public Participation skills.
• Information Technology and GIS specialization.
• Proven experience in developing integrated transport plans, stakeholder engagement, and data analysis.
• Ability to deliver comprehensive reports, facilitate stakeholder consultations, and implement capacity-building initiatives.

All team members must be available for the entire duration of the project, and CVs demonstrating relevant qualifications and experience must be submitted with the proposal.
