Objectives

The primary objective of the tender is to establish a standing approved list for the provision of pilot boat services with crew on an as-and-when-required basis for a period of twelve (12) months. The aim is to ensure safe, efficient, and compliant marine pilotage services at the Port of East London, with qualified personnel and suitable vessels capable of meeting operational needs and safety standards.

Scope

The scope of the service includes:

• Provision of pilot boat services with fully qualified crew on an as-and-when-required basis.
• Deployment of a suitable pilot boat capable of safe embarkation and disembarkation of pilots, including safe landing/disembarkation platforms.
• Conducting safety and emergency drills prior to operations.
• Berthing the pilot boat at the Port of East London for the duration of each service request.
• Responding to service requests within 1 to 3 hours, available 24/7.
• Ensuring vessels and crew meet all relevant safety, operational, and regulatory standards.

Technical Requirements

The technical specifications and conditions include:

• The pilot boat must be equipped with a safe landing/disembarkation platform free of impediments.
• The vessel must have the capability to recover a pilot in case of falling overboard, with prior demonstration of recovery drills.
• Provision of SOPs related to emergency response and incident investigation.
• Compliance with safety, health, and environmental regulations, including SAMSA requirements and relevant South African legislation.
• The vessel and crew must be capable of operating day and night, with all resources covering costs in the rates provided.
• On-site personnel must be certified, skilled, competent, and dressed appropriately, acting as ambassadors of the port.

Skills Requirements

The skills and qualifications required for personnel include:

• Certification and competence in accordance with SAMSA and other relevant maritime regulations.
• Ability to conduct safety drills and emergency procedures effectively.
• Professional conduct, appropriate dress, and good behaviour, reflecting the port’s standards.
• Experience in marine pilotage operations, including vessel recovery and emergency response.
• Induction and compliance with TNPA SHE standards and port-specific safety protocols.
