Objectives

The primary objective of the tender is to upgrade the aged electrical infrastructure at the Afrikaans Language Museum and Monument to meet modern standards, improve reliability, energy efficiency, and ensure safety and sustainability of installations across the Museum, Monument, administrative buildings, and public areas.

Scope

The scope includes a comprehensive upgrade of electrical and electronic systems, covering:

• External works around the monument and site
• Electrical installations within the Museum, including power and lighting layouts
• Replacement and upgrading of distribution boards, switchgear, and wiring
• Installation of new lighting, power outlets, and control systems
• Electrical infrastructure for fire detection, alarm systems, and electronic security
• Provision of backup power systems including inverters and batteries
• Electrical works for specific areas such as the cellar, kitchen, offices, and exhibition spaces
• Integration of wireless alarm and fire detection systems
• Phased implementation with sectional completion as per project plan

Technical Requirements

The technical scope mandates adherence to:

• Compliance with relevant South African standards (e.g., SANS 10142, SANS 60439, SANS 1473, etc.)
• Use of approved, type-tested, and certified electrical and electronic equipment
• Proper installation of distribution boards, busbar trunking, conduits, wiring, and accessories
• Installation of fire detection and alarm systems with wireless components, compliant with local and European directives (CE, CPR, EMC, LVD)
• Provision of certificates of compliance for all electrical work
• Implementation of safety, environmental, and health standards, including safety coordination and risk assessments
• Design and installation of backup power systems with specified capacity and automatic changeover
• Accurate documentation, shop drawings, as-built drawings, and manuals
• Phased testing, commissioning, and training of staff

Skills and Skills Requirements

The tender requires contractors to demonstrate:

• Proven experience in executing similar electrical infrastructure upgrades (minimum of 3 projects above R5 million value)
• Qualified personnel including licensed electricians, site agents, project managers, and safety officers with relevant certifications and experience
• Knowledge of and compliance with South African electrical standards and safety regulations
• Capability to install and commission fire detection, alarm, and security systems, including wireless technology
• Ability to prepare detailed shop drawings, as-built documentation, and operational manuals
• Experience in phased project delivery, testing, and staff training
• Demonstrated safety management practices, including safety plans, risk assessments, and incident reporting
• Capacity to coordinate with multiple trades and ensure minimal disruption during installation
• Proficiency in quality assurance, certification, and compliance documentation

The successful contractor must possess extensive experience, qualified technical personnel, and the ability to deliver a fully compliant, safe, and sustainable electrical upgrade within the specified phased schedule, ensuring all standards, safety, and documentation requirements are met.
