Objectives

The primary objective of this tender is for the Financial Intelligence Centre (FIC) to engage a service provider that can deliver employment relations technical assistance services over a three-year period. The services aim to support the FIC in managing employment relations initiatives, providing technical advice on labour matters, and assisting with negotiations and compliance related to employment legislation.

Scope

The scope of work includes:

• Providing employment relations expertise on an as-needed basis.
• Advising on operational requirements, compliance, and employment legislation (e.g., LRA, BCEA, EEA).
• Supporting in court proceedings and advising on appropriate sanctions.
• Drafting and reviewing agreements, contracts, and labour relations documents.
• Developing wage negotiation strategies and supporting union relations.
• Delivering technical assistance during employment relations initiatives and negotiations.

Technical Requirements

The technical requirements for the service provider include:

• Demonstrated experience in employment relations, particularly within the public sector or relevant industry, with a minimum of 5 years.
• Provision of at least three contactable client reference letters detailing employment relations services rendered in the last three years.
• Development of a wage negotiations methodology, with examples or reference letters supporting the approach.
• Resource capacity, including CVs of team members with relevant experience, especially in representing employers in CCMA proceedings.
• Ability to provide ongoing advice and support on employment legislation, dispute resolution, and labour relations strategies.

Skills Requirements

The skills and competencies required from the service provider include:

• Expertise in employment law, labour relations, and negotiations.
• Proven track record in providing employment relations services, especially in the public sector.
• Strong analytical and advisory skills to support employment initiatives and compliance.
• Experience in developing negotiation strategies and handling union relations.
• Ability to prepare and review legal and labour relations documentation.
• Capacity to demonstrate relevant experience through CVs and reference letters.
