Objectives

The primary objective of this tender is to engage a suitably qualified and experienced electrical engineering consultant to provide comprehensive professional consulting services on an “as and when” basis over a period of three years. The services will focus on Eskom self-built projects and bulk electricity infrastructure projects for Lesedi Local Municipality (LLM). The goal is to support planning, design, implementation, and advisory functions related to high voltage (HV) and medium voltage (MV) electrical infrastructure, ensuring compliance with relevant standards and best practices.

Scope

The scope of work includes, but is not limited to:

• Providing full professional consulting services for Eskom self-build projects and bulk electricity infrastructure projects.
• Assisting with planning, design, and implementation support for municipal HV and MV networks, excluding electrification projects.
• Developing, updating, and standardizing Single-Line Diagrams (SLDs) for the electrical network, including substations and overhead lines from 44kV and above.
• Participating in technical meetings such as Spatial Planning and Land Use Management.
• Providing technical support, reports, and documentation for Eskom-related projects, including development applications, connections, and upgrades.
• Reviewing electrical reticulation network drawings, rezoning submissions, and ensuring compliance with standards.
• Outsourcing is prohibited; all work must be conducted in-house by the appointed consultant.
• Supporting safety, training, and capacity building for LLM personnel, including hands-on and advanced technical training.

Technical Requirements

The technical requirements for the tender include:

• Qualifications & Experience: The consultant must be registered with the Engineering Council of South Africa (ECSA) as a Professional Engineer (Pr. Eng) or equivalent, with proven experience in high voltage (44kV and above) substations and overhead lines.
• Vendor Registration: The consultant must be an approved Eskom vendor and provide vendor registration number.
• Project Experience: Demonstrated experience in design and implementation of Eskom self-build projects, including high voltage network projects.
• Software & Equipment: Proof of ownership and licensing for relevant software such as PLS CADD, PLS Tower, PLS Pole, CDEGS, DigSilent, Bentley MicroStation, Retic Master, Eskom DT-Web, and Safegrid.
• Insurance & Certification: Professional Indemnity Insurance of at least R20 million, valid COIDA registration, and GCC (General Construction Safety) certification for safety responsibilities.
• Standards & Compliance: Familiarity with national standards (SANS, NRS), Eskom standards, and Lesedi’s policies and bylaws.
• Documentation & Deliverables: All diagrams, reports, and documentation must be submitted in editable formats (AutoCAD, DWG, DXF, PDF) and comply with municipal and national standards.
• Capacity & Resources: The firm must demonstrate adequate capacity, including project team CVs, experience, and resources to undertake multiple projects over the contract period.
• Safety & Training: The consultant must appoint a safety officer with government GCC certification and provide safety management and technical training to LLM personnel.

All technical and administrative submissions must meet the specified criteria to qualify for evaluation and potential appointment under this contract.
