Objectives

The primary objective of this tender is to engage a suitably qualified and experienced electrical engineering consultant to provide full professional consulting services for electrification projects within Lesedi Local Municipality. The consultancy will operate on an “as and when” basis over a period of three years, supporting municipal electrification initiatives and ensuring compliance with relevant standards and safety regulations.

Scope

The scope of work includes:

• Provision of professional consulting services for electrification projects, including preparation of tender specifications and documentation.
• Drafting reports required by INEP and other departments for electrical projects.
• Preparation of tender documentation for various electrification activities such as underground and overhead electrification, public lighting, and network maintenance.
• Ensuring compliance with standards such as the Red Book, SANS 1200, and Occupational Health and Safety Act.
• Transfer of skills and training of municipal personnel.
• Providing safety management, project management, and technical supervision throughout project execution.

Technical Requirements

The technical requirements specify that:

• The consultant must be registered with relevant professional bodies such as ECSA and SACPCMP.
• The team must include a professional engineer with a valid Government Certificate of Competency and responsible for machinery safety and compliance.
• The firm must hold valid ISO 9001, ISO 14001, and ISO 45001 certifications.
• The consultant must demonstrate experience in similar projects, with a minimum project value of R10 million, completed within the past five years.
• The team should include qualified personnel such as project managers, design engineers, site engineers, safety officers, and other specialists, with CVs and proof of experience provided.
• Provision of detailed project management plans, schedules, and training programs.
• The consultant shall ensure safety compliance, including appointing safety personnel and conducting safety meetings.

Skills Requirements

The tender mandates that bidders demonstrate:

• Proven experience in electrical infrastructure projects, especially in municipal electrification.
• Capability to prepare comprehensive tender documents, technical reports, and project specifications.
• Ability to transfer skills and provide training to municipal staff.
• Competence in project management, supervision, and safety management.
• Registration and certification with relevant professional bodies (ECSA, SACPCMP, etc.).
• Insurance cover including Professional Indemnity of at least R10 million.
• ISO certifications in quality, environmental, and occupational health and safety management systems.
• Capacity to deliver within specified timeframes and adhere to safety and technical standards.
