Objectives

The primary objective of this tender is to appoint a qualified contractor to perform maintenance on the Bluff Radar Tower located in the Port of Durban for a period of three months. The contractor must ensure the tower's operational integrity, safety, and compliance with all relevant standards, minimizing disruption to port activities and existing infrastructure.

Scope

The scope of work includes:

• Maintenance of the Bluff Radar Tower, including inspection, cleaning, painting, and repair of structural elements.
• Blasting, derusting, and painting steel members to specified standards.
• Waste collection and disposal, including handling of hazardous waste with licensed disposal facilities.
• Provision of safe working at heights, including equipment and safety measures.
• Protection of existing infrastructure, cabling, and services on the tower.
• Management of environmental constraints, including environmental management plans and compliance.
• Implementation of safety, health, and environmental management plans, including risk assessments and method statements.
• Coordination with port operations, security, and other site activities.
• Provision of site facilities, including offices, storage, and security arrangements.

Technical Requirements

The technical requirements encompass:

• Adherence to the Employer’s Works Information, including detailed scope, drawings, and specifications.
• Compliance with relevant standards such as SANS 10305 for painting and environmental standards (SES, PES).
• Use of approved, new, and merchantable Plant and Materials, including coatings, bolts, and structural components.
• Preparation and submission of environmental and safety method statements, risk assessments, and safety management plans.
• Provision of qualified personnel, including Safety Officers, Supervisors, and key technical staff, with appropriate experience and certifications.
• Implementation of quality assurance procedures, including inspections, testing, and documentation.
• Compliance with site access, security, and health and safety regulations, including permits for hot work and working at heights.
• Effective management of environmental impacts and waste disposal in line with environmental management plans.

Skills and Experience Requirements

The tenderer must demonstrate:

• Previous experience in maintenance, repair, and painting of steel structures, with at least 2-3 relevant references.
• Traceable references showing successful completion of steel structure maintenance or construction projects, including project description, client details, and contract duration.
• Qualified key personnel, including:
• Construction Supervisor/Foreman with relevant civil/structural trades and at least 3 years’ experience.
• Safety Officer registered with SACPCMP, with at least 3 years’ experience.
• Welders and painters with appropriate trade certificates and experience.
• Demonstrated capability in environmental management, safety, and quality assurance.
• Proven ability to coordinate with port operations, security, and environmental protocols.
• Compliance with legal and statutory requirements, including health and safety legislation and environmental standards.
