Objectives

The primary objective of this tender is to lease Grade A office space in Vincent, East London, suitable to house the NEF staff of three people with four parking bays. The NEF aims to secure a modern, accessible, and well-located office environment that supports its mandate of promoting economic equality and transformation through Black empowerment.

Scope

The scope includes:

• Provision of Grade A office space within the Vincent CBD area, with a lettable area between 140m² and 160m².
• The space must be located within an office node, accessible via public transport, and close to amenities.
• The premises should be ready for occupation by 01 November 2026.
• The office must include necessary facilities such as toilets on the ground floor, parking bays (including for physically disabled visitors), and appropriate security measures.
• Optional purchase of the property is also considered, with specifications for new or existing buildings, including tenant installation, maintenance, and building amenities.

Technical Requirements

Mandatory Requirements

• Presence of the service provider in the provinces where bidding occurs, with proof of rates & taxes (not older than 3 months).
• Minimum of three years relevant experience in property management, with references.
• Accreditation with relevant property management regulatory bodies.
• Proof of mandate if acting on behalf of the landlord.
• Building accessibility for clients, staff, and people with disabilities.

Non-Mandatory Requirements

• Street-level building location with proximity to public transport.
• Adequate on-site parking for visitors and staff.
• Grade A classification of the building.
• Green building potential and energy efficiency features.
• Flexible lease terms including options for extension, expansion, and first right of refusal.
• Security features, maintenance support (plumbing, electrical, handyman services).
• 24-hour access for NEF staff.

Skills and Qualifications Requirements

• Demonstrable experience in leasing or managing Grade A office spaces, with relevant reference letters.
• Capability to provide turnkey office solutions, including spatial design, partitioning, installation of fixtures, and internal fit-out.
• Qualified project management team with CVs showing 4-7 years of relevant experience, skills, and qualifications.
• Ability to meet technical specifications related to building standards, accessibility, security, and environmental sustainability.
• Compliance with all legal, safety, and regulatory requirements, including OHS standards.
