Overall Objectives

The overarching goal of this tender is to enhance the safety, durability, and functionality of the road infrastructure along the specified route sections. This involves comprehensive maintenance activities such as resurfacing, structural repairs, and the installation of road safety components, with a focus on improving ride quality, extending infrastructure lifespan, and ensuring compliance with environmental, social, and safety standards. Additionally, the project emphasizes community engagement, targeted enterprise development, and employment creation as integral parts of its objectives.

Scope of Work

The scope covers a broad range of civil and infrastructural works, including:

• Resurfacing existing asphalt pavements with specified materials like UTFC and overlays.
• Pre-treatment activities such as drainage repairs, vegetation management, and site cleaning.
• Structural repairs to bridges, culverts, and ancillary infrastructure.
• Earthworks involving excavation, backfilling, and subgrade stabilization.
• Installation and maintenance of traffic management systems, signage, guardrails, fencing, and reference markers.
• Environmental management measures to control pollution, waste, and protect sensitive areas.
• Community liaison, targeted enterprise development, and employment of targeted labour forces.
• Monitoring, testing, and quality assurance activities to ensure standards compliance throughout the project lifecycle.

Technical Requirements

The technical specifications mandate adherence to national standards and best practices, including:

• Use of specified asphalt mixes (UTFC, hot mix, cold mix) with designated binder types and aggregate sizes.
• Compliance with standards such as SANS, CIDB, and SANRAL for materials, workmanship, and testing procedures.
• Implementation of environmental controls, pollution prevention, and waste management protocols.
• Development and enforcement of safety standards, including site-specific safety plans, hazard assessments, and PPE usage.
• Proper management of traffic during construction, including signage, lane closures, and safety measures.

Skills and Competency Requirements

The project requires a team with diverse skills and qualifications, including:

• Qualified professionals such as Project Managers (registered with SACPCMP or ECSA), Construction Managers, and Health & Safety Officers with relevant experience.
• Specialist engineers in design and temporary works, with appropriate registration and expertise.
• Laboratory personnel skilled in testing materials and pavement conditions, ensuring quality standards are met.
• Targeted Enterprise Managers and Supervisors possessing relevant qualifications (e.g., NQF Level 5 or higher) and civil construction experience.
• Trained and competent Targeted Labour workforce, with skills developed through training programs aligned with employer standards.
• Environmental and safety officers with proper registration, training, and experience to oversee compliance with legislation and project-specific requirements.
• Personnel experienced in stakeholder engagement, community liaison, and enterprise development activities.
• Proficiency in manufacturing, installing, and maintaining road safety components such as signage, guardrails, and fencing, with a strong understanding of relevant standards (SANS, ISO).
• Capability in structural foundation work, site preparation, and installation of roadside infrastructure, ensuring safety, durability, and compliance.
• Ability to interpret detailed technical drawings, specifications, and standards, executing work with precision and adherence to safety and environmental regulations.
