Objectives

The primary objective of this tender is to procure Employee Health and Wellness Programmes (EHWP) that align with the DPSA Employee Health and Wellness Strategic Framework. The services aim to support MISA employees by providing diagnostic, referral, and counselling services to address workplace and workforce issues such as stress, mental health disorders, substance abuse, and other related concerns. The programme also seeks to promote psychological wellbeing, organizational culture, and continual improvement in the work environment.

Scope

The scope includes the provision of comprehensive Employee Health and Wellness services, including:

• A 24/7 toll-free call centre for psycho-social support.
• Short-term psycho-social counselling sessions (up to 12 face-to-face sessions per employee per annum).
• Critical incident stress debriefing or trauma response services for groups.
• Referral services for mental health symptoms or disorders.
• Project management and reporting, including annual climate surveys and utilization reports.
• Leadership and management skills coaching sessions.
• Enrichment sessions covering stress management, substance abuse, relationship enrichment, financial management, and retirement preparation.

The services should also support organisational culture and sustainability, monitoring employee engagement and perception of the workplace to promote psychological wellbeing.

Technical Requirements

• Provision of psycho-social support via call centre and face-to-face sessions.
• Implementation of trauma and stress management services.
• Conducting annual climate surveys and providing detailed reports with recommendations.
• Delivery of leadership and management development sessions.
• Development of a comprehensive project plan aligned with the DPSA framework.
• Regular reporting, including monthly utilization reports and an annual summary.
• Adherence to confidentiality, professionalism, and registration requirements (e.g., HPCSA registration for psychologists).

Skills Requirements

• Minimum of 5 years’ experience in providing Employee Health and Wellness Programmes, supported by relevant project references.
• Team Leader must hold a degree or postgraduate qualification in clinical or counselling psychology, with HPCSA registration, and have at least 15 years’ experience in the field.
• Mental health wellness specialists should have a minimum of 5 years’ experience in clinical or counselling psychology, with appropriate registration and qualifications.
• Proven ability to develop and implement comprehensive wellness programmes, including crisis intervention, counselling, and organisational development.
• Strong project management and reporting skills, with the ability to develop strategic proposals and detailed project plans.
