Objectives

The primary objective of this tender is to establish a 60-month contract for the provision of Facilities Management Services (FMS) and technical services related to Property Management and Land Development for properties in the Cape Coastal Cluster, Eastern Cape, Mthatha Zone, and Aliwal Zone.

Scope

The scope includes delivering comprehensive facilities management and technical services across specified properties within the Cape Coastal Cluster, ensuring effective property management, land development, and associated support services over a period of four years.

Technical Requirements

• Quality Management System (QMS): Demonstrate objective evidence of a documented QMS aligned with ISO 9001 standards, whether certified or not, covering policies, objectives, control of documented information, nonconforming outputs, corrective actions, and internal audits.
• QMS in Operation: Provide documented information on roles, responsibilities, authorities, and control of externally provided processes, products, and services, including evaluation and re-evaluation criteria for external providers.
• Contract Quality Plan: Develop a draft Contract Quality Plan specific to the scope of work, adhering to ISO 10005 standards, highlighting key QA deliverables.
• Quality Control Plan: Prepare Quality Control Plans (QCP), Inspection and Test Plans (ITP), or checklists aligned with the scope of work, based on ISO 10005 guidelines.
• Additional Requirements: Fulfill customer-specific requirements, complete and sign Form A, and incorporate any other scope or specification-related requirements as applicable.

Skills Requirements

• Proven experience in facilities management and property management services within similar property clusters.
• Knowledge of ISO 9001 quality management standards and ability to develop and implement related documentation and plans.
• Ability to prepare and manage Contract Quality Plans and Quality Control Plans in line with ISO 10005.
• Strong understanding of quality assurance processes, including internal audits, nonconformance management, and external provider evaluation.
• Effective communication skills to coordinate responsibilities, responsibilities, and authorities within the project team and with external stakeholders.
